Cost Analysis • Properties not analyzed in Army cost analysis: • Missile launch and storage facility 1 and 2 • Road, helicopter pad and vehicle garage foundation • HIPAR building and foundation • Magazines (high explosive, guided missile, missile warhead and fuse and detonator • B and C Electrical Substations • Army cost analysis includes the following properties: • Battery building • 3 Clamshells • 3 sentry stations • Launch control building • Vehicle maintenance and repair • Missile maintenance facility • 2 electrical substations • Dog kennel

Demolition • For this cost analysis ‘demolition’ includes the following costs: • The safe removal of hazardous materials (such as lead paint and asbestos containing material) that have been identified or safely assumed to exist in specific buildings • The removal of demolished materials from the site and the deposition of materials in the required location (land fill or suitable haz mat cell as approved by the EPA) • The expected costs, risk insurance, contractors fees, permits, dumpsters, equipment, contractors, and all necessary time required for the required removal of material and demolition of complicated buildings

  4. Stabilization • For this cost analysis ‘stabilization’ includes the following costs: • The above costs that would be associated with the abatement and removal and disposal of hazardous materials. • This analysis includes the method of stabilization as recommended by the NPS in their report and when options were provided the simplest method was chosen. Simply put buildings were stabilized by being weather-proofed simple roofs were applied when necessary and windows and doors were sealed to prevent access by trespassers and weather. The most cost effective solutions were sought.

From AAHP • Recommend if costs of stabilization exceed cost of demo that building is left ‘as is’ until funds become available. • Recommend minimal protection/stabilization which would include sealing the building in plywood and weatherproofing the roof until such time as private or other funds become available. • If demo is the only option consideration should be given among future partnering opportunities and possibilities to allow for a future interpretive option which could include a concept such as outlining of the building mass in tubular weathering steel.

  16. FONSS • Pleased and concurs with NPS EXCEPT: • They don’t feel the Launch control building could be stabilized inexpensively and feels the cost analysis needs to address the three different components of the building. • A full EPA and OSHA compliance analysis should be conducted and the cost analysis should be updated as necessary prior to any demolition. • They encourage USAG AK to pursue securing the concrete wing and re-roofing as soon as possible. • Recommend cost comparisons prior to any action being undertaken. • These reports are all based on visual assessments a hazardous materials survey must be completed prior to demo or stabilization and update costs as necessary.

  17. SHPO and ASLA SHPO ASLA Pursue additional funds for stabilization of Battery Building due to the visual impact demo would cause. • Recommend partial retention of the Launch control building be considered. • This document provides a basis for continued consultation.
