  1. SC AFIS UPDATE MOTOROLA PRINTRAK OMNITRAK SYSTEM

  2. SCAFIS - OMNITRAK • The SC Law Enforcement Division has acquired federal funds to update the Printrak 2000 System to a Printrak Omnitrak System. • Phase One Contract was signed on December 13, 2003. • This will be SLED’s third upgrade of AFIS: The Printrak Orion was installed in November 1990. The Printrak 2000 was installed in February of 1998.

  3. SC LAW ENFORCEMENT DIVISION • It will take approximately 9 to 12 months for Printrak to build and deliver SLED’s Customized System. • The system will be sized to house the following capacities: • 4,565,000 tenprint cards • 276,000 unsolved latent prints • 500,000 Palm Prints • 700,000 Mug shots • 70,000 Latent Palm Print File

  4. SLED Major Enhancements of the Omnitrak System • Faster and More Accurate • More Storage • Criminal and Applicant Processing • Capture and Storage of Photos • Capture and Storage of Signatures

  5. SLED • Palm Print Storage: The Omnitrak System can store up to 500,000 palm prints on individuals and 70,000 latent palms. • The system can store lower palms(up to 5.5”X 5X5”), upper palms(up to 1.8” X 5.0”), and writer palms (up to 1.8 X 5.0), in compliance with ANSI/NIST standards

  6. SLED • Expert Matching: Is a secondary matching procedure that is needed after minutiae matching is complete. The top candidates from minutiae matching are further evaluated on a variety of other non-minutiae factors, in the same way that a fingerprint expert would compare two prints.

  7. SLED • Lights Out: 24 hour tenprint processing. Tenprint processing, searching, and the initial hit / no hit determination are performed without human intervention, Omnitrak allows review of all computer – generated search results.

  8. SLED • The Omnitrak System will allow SLED to store each card on file to take advantage of better quality cards which may come in. Presently the SLED personnel have to add and delete images from the master card which is very time consuming. This will result in a more accurate search.

  9. SLED • FBI National Fingerprint File (NFF)- SLED is planning on phasing in the final step to be fully integrated with the FBI. SLED will only send first time offenders tenprint cards to the FBI. SLED will take full responsibility for SC records which will take responsibility from the FBI to SLED.

  10. SLED • There are 32 livescans installed in SC. • There are 13 livescans online and submitting fingerprint cards electronically to SLED: 1. Greenville County(3) 2. SC Dept. of Corrections (3) 3.
