ASEAN Priority Integration Program - Legally Binding Instruments ASEAN Framework Agreement for the Integration of Priority Sectors • Overall agreement signed by Leaders in November 2004 Sectoral Integration Protocols • One for each sector • Attached to the Framework as Annex I to XI • Signed by the AEM Roadmaps • One for each sector • Attached to the Sectoral Integration Protocol as Appendix I Product Coverage and Negative Lists • One for each sector • Attached to the Sectoral Integration Protocol as Appendix II to III

ASEAN Priority Integration Program – Implementation • Measures on Trade in Goods • Tariff liberalization for products covered • Sensitive and Highly Sensitive Products under the CEPT to be excluded • ASEAN 6 by 2007; CLMV by 2012 • Member Countries with difficulties may defer elimination to 2010 for ASEAN 6; 2015 for CLMV • Difficult products subject to a cap • 15% of product coverage

  9. ASEAN Priority Integration Program – Implementation • 1st Phase • Covers 4,273lines • 15% exclusions: 641 lines • 2nd Phase • Covers 242 lines (29 lines for agro-based, 75 lines for electronics, 138 lines for healthcare) • 15% exclusions: 36 lines
