Ministerial Declaration Astana 14. ….’To keep the pan-European environment under review, we decide to establish a regular process of environmental assessment and to develop the SEIS across the region. These will serve multiple policy processes, including MEAs, and include capacity-building of countries in Eastern Europe, the Caucasus, Central Asia and South-Eastern Europe to monitor and assess their environment.   3. The mandate • Keep the pan-European environment under review • Establish a regular process of environment assessment • Develop a Shared Environmental Information System So that SEIS gradually develops to underpin future environment assessment and review activities

  4. TWO time perspectives considered • Short-term: 2012-2013 • Medium/Long-term: 2014-2020 and: • Regular monitoring & assessment of the implementation process

  5. Short term actions (a selection….) • Revisit SOER production process based on AoA findings and recommendations • Share national SOERs using the AoA knowledge base/SERIES • Produce common CSI indicators supported by related data flows • Revisit reporting obligations to conventions • Capacity building - EEA (and others) tools and methodologies for data sharing • Strengthen existing institutional networks

Long term perspective FOCUS ON IMPLEMENTATION: • Astana and Rio +20 outcomes • 7th EU Environment Action Programme • EEA strategy 2014-2018 • Multilateral agreements (water, air) CONTENT & • EU external policy (enlargement, ENPI, DCI etc.) COOPERATION • Reviewed indicators & regular SOER process (next SOER2015, UNEP LIVE/GEO) • INSPIRE • Digital agenda for Europe INFRASTRUCTURE • GMES operational services

  9. SEIS relevant activities for Central Asia • Joint Task Force on Env. Indicators – until 2013 • EU AWARE project – to raise awareness on SEIS related aspects (in development) • Caspian Env. Information System project – until 2013 • Forest and biodiversity governance, including environmental monitoring: FLERMONECA (MONECA Environmental monitoring in Central Asia with focus on SEIS implementation)- expected start Q1, 2014

Steps in the process so far • Sept. 2011 –Astana Declaration • Oct. 2011 – WGEMA – first ideas on implementing the Astana mandate • March 2012 – EEA MB – Discussing draft outline prepared for CEP • April 2012 –UNECE/CEP draft outline presented – open for comments • June 2012 – Rio conference declaration • September- EU-CA partnership • September - amended outline ready for sending

Forthcoming activities • Bilateral dialogue with UNECE/UN conventions for SEIS gradual implementation (Q3-Q4, 2012) • UNECE/WGEMA discussions on the role and input to the process (Nov. 2012) • ENP project Steering committee (evaluate SEIS performance) Nov. 2012; • FLEG CA project expected start – early 2013; • EEA strategy (2014-2020) – by June 2013; • Draft SEIS progress report – for UNECE/CEP meeting 2013 (Q1/2, 2013)

Managing the process • EEA/EU together with key players – steering the process • Strong ownership by countries • Long-term commitment and effective participation from international organisations • Enhanced use of existing processes (agreements, programmes),instruments (existing legal, financial and environmental mechanisms)and networks • Clear but realistic targets &responsibilities for each partner • Review progress on a regular basis
