  3. The start • Late! • Mainly Cat 1 responders • Not significant amounts of proactive involvement! • Civil Contingencies risk register unhelpful • Attended seminars like this • Looked at other telecoms plans

  4. Our conclusion • Keep it simple • Plan for worst case scenario and work upwards • Design for practical use in the heat of the moment
