Topic 5.3 WSS Services for the Poor • Dual challenge: external factors (demographic pressures, land tenure and land developent, access Moto finance by households) and service provision factors (design, technology, financing, O&M) • Conventional/non conventional solutions • Need to prioritize demand-driven approaches: mobilize users • Increase the transparency and the accountability of MFI to better understand the high level of administrative costs and interest rates • Subsidise to decrease interest rates

Topic 5.3 WSS Services for the Poor • Give MFI tax incentives to enter the WASH sector • Regulation can go beyondd regulation of prices; creativity needed to reach the poor • A variety of techniques can be used to ensure best involvement of alternative service providers WITHOUT over-regulating them • We are beyond debating whether or not to include consumer’s voice • It’s in your best business interest to take your custormers seriously • Customer complaints and inputs can be used for policy and/or regulatory reform
