  2. Background – Grand Haven North Conservation Area • 16 +/- acres • Current FLUM – Greenbelt • Current Zoning – Master Planned Development (MPD) Part of Grand Haven North MPD(Approved by PLDRB and City Council in 2012)

  3. Background – Grand Haven North Conservation Area • Parcel is part of Grand Haven North Preservation Area • Condition of MPD is additional preservation of area as part of MPD. Subject Parcel

  4. Proposed Amendment To: “Conservation” From: “Greenbelt”

  5. Findings • Protects parcel from development • Greenbelt permits 1 unit/acre, Conservation no density/intensity allocation • No additional demand on infrastructure • Located in Special Flood Hazard Area • Condition of Grand Haven North MPD Agreement

  6. Recommendation • Staff recommends that the Planning and Land Development Regulation Board recommend that the City Council APPROVE the proposed amendment.

  12. Proposed Zoning Map Amendment From: “Agriculture” (Flagler County Designation) To: “Preservation” (City of Palm Coast Designation)

  13. Findings • FLUM amendment: • Reduce development potential on parcel • No additional demand on infrastructure facilities (reduction) • Protect environmental quality on parcel • Zoning Map Amendment: • “Preservation” designation is consistent with Comprehensive Plan designation of “Conservation” • Consistent with Comprehensive Plan Objective 1.9.1 which reads: “Future development of the Neoga Lakes property shall provide for the protection of environmentally sensitive areas and unique natural habitats”

  14. Recommendation • Staff recommends that the Planning and Land Development Regulation Board recommend that the City Council APPROVE the proposed Future Land Use Map Amendmentand the companion Zoning Map Amendment for the 32 acre subject parcel.
