Why credential CAs • Why not?!!! • Protect the public • Ensure uniform training • 5% of malpractice claims relate to injuries with therapies • Regulatory authority over improper conduct • Accreditors for insurance companies • Health care providers with human contact must be credentialed / “licensed?”

  4. Options • Regulatory Authority • 10 US boards have statutory authority • 41 US boards do not • Need more info about other countries • National Certification • Best model: combination

  5. No regulatory authority? • Resource: FCLB draft model language for statute, regulations • Through FCLB: Support and information from boards who have regulatory authority • Breakout session later this morning

  6. Got regs? • FCLB can work with your board to help add a second option: • Full or partial credit for national certification

  7. CCCA Program Details

  8. Meet Mary… • At least 18 years old • High school grad • Or equivalent • 24 hrs coursework • On-line exam* • 300 hrs clinical training* * In the DC’s office • 6 hrs CE / 2 years

  9. Training • PACE Recognized Provider or equivalent • Examples: • Qualified state or national associations • Chiropractic colleges [Palmer] • Qualified independent educators • On-line, in-person, or combination

  10. CCCA Fees • Designed to be affordable: $150 • $50 for certification program, including credentialing, badge – 2 year renewal cycle • $100 for exam • Initial administration will be discounted for a set period of time • Subsequent CCCA renewal: $35 / 2 years

  11. Quality Examination • Centerpiece of the credentialing program: • NBCE’s reputation for quality • Verification of knowledge • Ensures level of safety

  12. Exam Progress • Test plan created • Input from postgrad depts, experts • 4 Primary categories: • Foundational Knowledge – 30% • Patient Safety & Procedures – 40% • Documentation – 15% • Ethics & Boundaries – 15%

  13. Exam Progress • Item pool established • Test committee convened • Exam developed (4 versions ready to go) • Designing the on-line exam delivery system • Finalizing passing standards

  14. Moving forward… • Sample statute and regulations available for comment • Model Practice Act breakout session • Regulating CAs breakout session • Central FCLB database system being modified to host CA certification & regulatory info • On-line application nearing completion
