KyotoProtocolandResolutions of the 1stParties’ Meeting (Montreal, December of 2005) A national system shall be an package oforganizational, legalandproceduralmeasures for: • Assessing anyanthropogenicemissionsandgreenhouse gas absorption (making anationalgreenhouse gas inventory); • Submitting anyinformation on the nationalinventory; and • Archivingany providedinformation. A national system shall beestablished byeach Party toScheduleI not later than 1 yearprior to the commencement of thefirstcommitment period. Primary purpose: • Options forassessing anyanthropogenicgreenhouse gas emissionsin accordance with Article 5 of the Kyoto Protocol; • Submission ofthe emission datain accordance withArticle 7.1 of the Kyoto Protocoland resolutions ofthe UN FCCC CCand/orthe Kyoto Protocol CC/SC; • Assistance tofulfilling any commitments underArticles 3 & 7 of the Kyoto Protocol; and • Support toreviewing anysubmittedinformation (Article 8) andassistance toimproving thequality ofnational inventories.

BasicRequiremnets to aNationalGHG Inventory • Submission date – April 15, annually • Scope – an inventory covering theperiod from 1990 through the last year shall be submitted annually • Coverage – last year covered by aninventory = the yearpreceding theprevious year (e. g., in 2008,an inventory covering 1990–2006 shall be submitted) • Format – electronicdatasheets (Generaldataformat) + National Inventory Report • Level – national • Specification – bythe MGEIC source &absorbent categories ( 800 items) • Methodologies – MGEICand/ornational methodologiesagreed with the MGEIC • Options forrevising the previous-year data (specifiedbaseline data, newmethodsetc.) • Mandatoryinspection of anysubmittedinventories bythe Kyoto Protocol/FCCC expert teams
