  2. Introduction • You should continue with this session if you are a CDE with questions about: • The Transaction Level Report (TLR) functionality • Completing the TLR Online • Certifying and submitting the TLR

Who Should Use Online/Manual Data Entry? • Organizations with a small number of transactions • Less than 10 transactions. • Organizations with a lot of data. • Organizations with more than 10 transactions should consider using the Excel Template. • Organizations with a large amount of data & technical support should consider using XML.

  5. TLR Introduction Organization’s Data Submit Transactions to CIIS Pending Transactions Pre-Certify / Return to Pending Users may copy Certified TLR from previous Reporting Period to Current Pending. Pre-Certified Transactions Certify Certified Transactions Users may generate a copy of Certified TLR to current Excel Template for reference and/or future reporting.

  6. Prepare TLR Report Period Include all loans and investments that were outstanding at any time during the reporting period. The reporting period for the FY 2010 TLR is the Organization's fiscal year ending in 2010. “As of Date” All data must be reported as of the reporting period end date unless otherwise noted.

  7. Prepare TLR • TLR Data Point Instructions (Example 1) Excel Tab and Column Double Box indicates “Mandatory Data Field” General Validation requirements Describes data format for Excel Template.

  8. Prepare TLR • TLR Data Point Instructions (Example 2) Excel Tab and Column Thick Box indicates “Conditionally Required” Data field may be used to measure compliance with the Organization’s Assistance Agreement General Validation requirements Describes data format for Excel Template.

  9. Prepare TLR • Financial Notes • Each TLR transaction represents a single Financial Note. • Loan, line of credit, debt with equity, or equity investment.

Prepare TLR • Projects • Many Allocatees finance Projects with more than one Financial Note.  • The Fund recognizes Financial Notes as part of a Project if each of the Notes share the same: • Investee (Borrower - indicated by Client ID); • Investee Address; • Project Address(es); and • Total Project Cost. • All Project Level data points must be the same for each Financial Note.

  13. Enter TLR Data Organization’s Data Submit Transactions to CIIS Pending Transactions HINT: If you Certified a TLR in a previous Report Period, you should begin by downloading the previous report.

  14. Enter TLR Data • To enter TLR data using with the online interface: • Go to CIIS Home Page • Select “Data Entry” from TLR menu.

  15. Enter TLR Data • Initiate a new transaction: On TLR Data Entry screen, select “Online Entry” from “Submit transactions” menu.

  16. Enter TLR Data • User must complete 7 Key data points in order to navigate to other data points or save the transaction: • Project Number • Originator Transaction ID • QLICI Type • Investee Type • Purpose • Transaction Type • Loan Status

Enter TLR Data • Navigating - Use CIIS navigation buttons, NOT browser navigation buttons. • Saving: • “Save” button. • “Previous,” “Next, ” and “Exit” buttons also save. • New data entries will not be saved if: • CIIS “times out;” • User closes CIIS window; • User selects a Table of Contents link; or • User selects “Home” button.

  19. Enter TLR Data • Updating Transactions Pending Transactions: • On TLR Data Entry screen, select “Pending Transactions” from TLR Functions. • Select the transaction checkbox. • Select “Update Transaction” button. • CIIS will bring user to Page 1 of the Transaction.

Validate Pending Transactions • General Validations • CIIS will run General Validations, as noted in the TLR Instructions. • User must complete General Validations one transaction at a time. • CIIS provides a report of any General Validation errors. • Users must correct errors by Updating Transaction.

Address Verification (ESRI Validation) • Address Verification tests for “geocodable” (ability to map) Investee & Project Addresses. • To complete Address Verification: • All General Validations must be passed. • Use “Validate Transaction” button on “Pending” page. • CIIS will validate all pending transactions. • CIIS provides a report of entered addresses that are not “geocodable.” • 100% of addresses must be “geocodable” to Pre-Certify. • Users must correct errors by Updating Transaction.

Validate Pending Transactions • Transaction Status • Entry - Transaction is not validated. • Error – Errors exist in General Validations • Error: Address Verification Failed - Passed General Validations & Failed Address Verification. • Address Verification Passed - Passed General Validations & Address Verification. Ready to Pre-Certify.

Pre-Certify Transactions • Pre-Certify all Pending Transactions to be Certified. • Users may Pre-Certify transactions when Transactions status = “Address Verification Passed” Organization’s Data Submit Transactions to CIIS Pending Transactions Pre-Certify / Return to Pending Pre-Certified Transactions

  26. Pre-Certify Transactions • Users may view Pre-Certified transactions’ Key data points online. • Users may Pre-Certify multiple times. • Users may send Pre-Certified transactions back to Pending in batch.

Pre-Certified Transactions Certify Certified Transactions Users may generate a copy of Certified TLR to current Excel Template for reference and/or future reporting.

  28. Certify TLR • CIIS has a single Certification for ILR and TLR. • Organizations may only Certify one time per Report Period. • Users may Certify TLR when: • ILR is complete. • TLR – There are one or more Pre-Certified Transactions. • TLR – There are no Transactions in the Pending List. • How to Certify: Select “Certify” from CIIS home page
