What is Governance / Project Management? • Having effective control of Outcomes by those who are accountable. • The Partnership has based Governance on the April 2008 Guidance issued by DEFRA. • Government requires all Projects to be managed using PRINCE2 methodology. • PRjects IN Controlled Environments [2nd Edition] is a process-based method for effective Project management • A controlled and organised start, middle, and end; Regular reviews against Business Plan; Automatic management control; Involvement of the right people at the right time; and Good communication channels between the project, project management and the rest of the organisation.

  3. Joint Working Agreement • In June 2007 the Cabinet / Council agreed to enter into a Joint Working Agreement to deliver the Waste Management Strategy Implementation. • The Agreement between ECC and SBC was signed in January 2008 • The Agreement is to deliver Partnership Working, realistic evaluation of Risk and Value for Money for both Authorities. • Includes: Joint Waste Contracts – Landfill/ Disposal; Windrow Composting; Waste Electronic Electrical Equipment; In-vessel Composting, and PFI Contract. Also Joint purchasing of Landfill Allowances

Outcomes to be Governed / Project Managed • Meeting the respective Targets for each Authority identified in the Outline Business Case Reference Project for the Long Term Waste Procurement • Increasing Recycling/Composting each year • Reducing Residual [black sack waste] per inhabitant per year • Reducing amount of biodegradable waste disposed of at landfill

Membership of Essex & Southend Member Joint Project Board [ Key Cabinet Members endorse the Project Directors decisions when required and monitors performance ] • ECC Cabinet Members with responsibility for: Environment & Waste; Assets & Property; Finance & Change Management. • SBC Cabinet Members with responsibility for: Waste, Resources; a representative of the Leader • Waste Collection Authority Member representative [No Voting Rights] • ECC Executive Directors for Environment, Sustainabilty & Highways; and Commercial, Property & Infrastructure • SBC Corporate Director Enterprise, Tourism & the Environment / Head of Public Protection • Project Director reports to the Board with support from the Programme Manager, Senior Project Manager and other appropriate Officers

Membership of Member Area Joint Committees[ Key Cabinet/Committee Members endorse the Project Directors decisions when required in respect of Waste Collection and Partnership working and monitoring progress] • Each Partner Authorities Portfolio Holder for the Waste Service • An appointed Member substitute • When Members do not have executive powers then the appropriate delegated Officer is in attendance • Project Director reports to the Board with support from the Programme Manager, Senior Project Manager and other appropriate Officers.

Project Officer Team [ Supports the Project Directors day to day delivery of the Project ] • Headed by the Programme Manager • Senior Project Manager • Team to deal with: Project Management; Finance, Legal; Procurement; Property; Meeting Support. • Southend Officers: Project Manager-Waste Solutions; Finance; Procurement • Various specialist Consultants: Financial; Legal: Technical; Property; and Planning. • District Council Officer to deliver Service Delivery Plans and Inter authority Agreements

Next Steps • Chief Executives sign Memorandum of Understanding related to the role of Defras Transactor. • Following agreement by each authority of OBC and Reference Project the Member and Officer Board will be established in July 2008 • The Business Plan for the Member Area Joint Committees will be changed to reflect the needs of the Project • Minutes of each meeting of Area Joint Committees are reported to the Cabinet of the respective Partner Authority • Minutes of each meeting of Essex & Southend Member Joint Project Board will be reported to the Cabinet of the respective Partner Authority
