  2. Purpose • Planning guidance to augment existing shelter plans to meet access and functional needs in general population shelters • Not designed to establish local government as single shelter operator or establish a new tier of sheltering

  3. Scope • Children and adults with disabilities have the same right to services in general population shelters as other residents • Functional Needs Support Services (FNSS) • Services that enable individuals to maintain their independence in general population shelters • Includes: reasonable modification to policies, practices, and procedures; durable medical equipment, consumable medical supplies, personal assistance services, other goods or services as needed

  4. Who May Benefit From FNSS? • Individuals with physical, sensory, mental health, and cognitive and/or intellectual disabilities affecting their ability to function independently without assistance • Temporary conditions • Women in late stages of pregnancy • Post-surgical • Injuries • Elders • Individuals needing bariatric equipment
