  3. CAPCOA Goals for Climate Change Program • Serve as a resource • Provide a forum for air districts to share information and expertise • Ensure smooth integration with existing program • Focus on implementation and enforcement

  4. CAPCOA’s Main Efforts on Climate Change • Climate Protection Committee • Working with California Air Resources Board on AB 32 • Preparing Resources for Local Government • Tracking and Responding to Other Agencies • Climate Change Forums

  5. CAPCOA on AB 32 • Developing protocols to support voluntary GHG reductions • Helping implement new transportation planning requirements (SB 375) • Enforcing new GHG regulations adopted by CARB (eg: Refrigeration)

CAPCOA Resources for Local Government • CEQA & Climate Change Evaluating and Addressing Greenhouse Gas Emissions from Projects Subject to the California Environmental Quality Act (January, 2008) • Model Policies for Greenhouse Gases in General Plans A Resource for Local Government to Incorporate General Plan Policies to Reduce Emissions of Greenhouse Gases (June, 2009) • Quantifying Greenhouse Gases A Resource for Local Government to Assess Emission Reductions from Greenhouse Gases Mitigation Measures (anticipatedJuly, 2010)

CEQA & Climate Change • “CEQA & Climate Change” Report • Released January, 2008 • Over 6,000 copies downloaded • Contract support from EDAW, and Jones & Stokes, • Provides information to support policy development on GHG in CEQA review • 3 approaches to determine significance • Review of models and tools for quantification • Compilation of mitigation strategies and measures Goal: Maximize environmental benefit, minimize burden

Model Policies Report • “Model Policies” Report • Released in June, 2009 • Over 3,000 copies downloaded • Contract support from Jones & Stokes • Provides model policy language and supporting information for use in planning documents • Organized around local government General Plans • Includes examples and hot links • Worksheet helps user evaluate and select policies

Quantification Report • “Quantification” Report • Expected Release in July, 2009 • In partnership with NESCAUM • Contract support from Environ, and Fehr & Peers • Provides quantification for mitigation measures • Fact sheet on each measure gives % reduction in GHG from baseline, and criteria & toxic emissions • Includes calculations, assumptions, limitations, and references • Cross referenced to measures in previous documents

  10. CAPCOA Climate Conferences “The Future is Green” • Held September 14-16, 2008 in Long Beach • Over 60 speakers and nearly 100 exhibitors • Over 800 regular conference participants • Over 1200 students for special focus forum • Extra sessions for small businesses and educators
