  3. MDTF Strategy • Phase 1 – focus on building GoSS institutions • In Phase 2 – • deepen support to GoSS • expand support to the States and Local Government for decentralised delivery & capacity building

Approach to Financing »Twin Aims • To maximize support from donors • To maintain a fiscally sustainable portfolio » Methodology • Estimate full requirements of continuation of current portfolio, and likely new projects • Available GoSS financing on an annual basis 2008 – 2011 • Baseline • Enhanced • Financing gap -- Residual required from donors to finance current portfolio and add on $100m of new projects • Establish principles for prioritization within overall funding envelope to adjust to increase/decrease of available funding

  5. Future Pipeline • Maintain support to existing projects, rescaling second and third phases if necessary, in light of: • Funding availability • GoSS priorities • Add new projects to the portfolio on the basis of: • Funding availability • GoSS evolving needs
