About Phi Beta Delta • Phi Beta Delta was established in 1986 at the campus of California State University, Long Beach • by Dr. Edward S. Blankenship, then Director of International Programs and Exchanges and • by Dr. Karl W.E. Anatol, then Dean of the School of Humanities.
