TWO Mid term Results Countries dialogue built through the application of GGRETA project’s innovative indicators based methodologies acting from the TBA perspective in Water Diplomacy 1- Trifinio: facilitating countries "speak the same language" • A multinational/multidisciplinary technical team was brought into full operation • Trust building and better understanding of water cooperation to diplomats and governments was built • Diplomats and governments discussing sensitive common problems initiated • Existing related national policies don’t facilitate transboundary aquifers studies and can be an obstacle to the adoption of UN Conventions on Transboundary Waters 2- Stampriet: firm steps towards multi-country aquifer management body • Regional issues concerning access to water resources • Lack of knowledge • Lack of a common framework for dialogue on regional transboundary aquifers management • Severe droughts context • Regional team established • Diagnostic of transboundary concerns and data collection by 3 countries established • On-going detailed assessment of the aquifer • Transboundary scientific cooperation established at ministerial level • Governments fully committed to establish of a multi-country aquifer management body Hydrogeological, Socio-economic, Environmental, Legal, Institutional, Conflicts prevention negotiations, and Gender components fully integrated 2

SDC Gender guidelines and coherence with UN WWAP UNESCO gender component in the GGRETA project • Strategy for gender sensitive • water monitoring, assessment and reporting within the framework of the GGRETA Project • Toolkit on Gender Sensitive Water Monitoring Assessment and Reporting. The Toolkit will be composed of 4 tools: • 4 - 5 high-priority water indicators identified by the international expert group for which gender-disaggregated data is especially needed;  • specific methodologies for collecting and assessing such data; • a guideline manual for “in-the –field” data gathering with specific insights for different world regions; • a questionnaire for practitioners on gender-disaggregated interviews and data collection (November 2014) Coherence of Gender Strategies The application of the gender toolkit will provide capacity building for local experts and Member States and build a favorable context for replication UN WWAP- UNESCO “GEM”Gender Equality Marker in major programs&workplans • SDC gender toolkit and guidelines*: • Gender analysis as a minimum requirement • Gender relations are a transversal theme in the project analysis • Gender disaggregated data on water are providing a “snapshot”of current situation and • will enable the measurement of changes in the situation of women and men and(in)equality through time • the gender sensitive assessment tackles power relations between men and women in the water sector * Principles from SDC Toolkit webpage, in particular: Gender Strategies : “Sheet 2 Gender Approaches” , Gender analysis “Sheet 3 Gener Analysis”Gender in Programmes and Projects ”Sheet 8a”

5. GGRETA Synergies to SDC GPWIs • UNESCO-UNECE joint effort for the implementation of the 92 Water Convention • Participation of High-Level representatives from GGRETA’s Stampriet and Pretashkent aquifers countries in the UNECE workshops in 2014 • Training on the Convention in the Stampriet aquifer in 2015 • GGRETA extends theme of transboundary waters cooperation and peace promotion introduced in the SDC GPWI Middle East “Blue Peace” initiative • Cooperation with UN Water through the WWAP Gender component • Synergies with GPWI WASH cluster • Contribution to the Post 2015 Agenda • 7th WWF 2015: Dissemination of GGRETA results • Theme 4.2 – Effective Governance: Enhanced Political Decisions, Stakeholder Participation and Technical Information • Theme 4.3 – Cooperation for Reducing Conflict and Improving Transboundary Water Management • Theme 4.4 – Water Cultures, Justice and Equity • New UNESCO-GEF-UNDP Central Asia Regional Syr Darya Basin project 4

6. GGRETA project potential for scaling up and contribution to the advancement of the GPWIs 2013-2017 strategy • GGRETA project’s innovative indicators based methodologies used to acting from the TBA perspective in Water Diplomacy can be implemented for replication and scaling up • GGRETA TBA Hydrogeological, Socio-economic and Environmental indicators based assessment methodology –UNESCO IGRAC • 2. GGRETA TBA indicators-based assessment methodology to foster alignment of legal and institutional settings with transboundary cooperation commitments or goals • 3. GGRETA component on Potential conflict to cooperation Potential (PCCP) methodology • PCCP will integrate into GGRETA and set the basis for the development of a hydrodiplomacy component. It will use “TRACK II “ • initiatives to build trust and enhance dialogue among key players in each basins. • 4. GGRETA - WWAP Gender component • UN WWAP UNESCO Project for Gender Sensitive Water Monitoring Assessment and Reporting • Groundbreaking project to develop 1st ever set of gender-disaggregated water data • Comprehensive methodology for set of gender-sensitive indicators • Assessing gender in the legal and institutional aspects can provide directions for gender-transformative actions. • Methodology tested in the 3 case studies 3

Based on the above and the data collected through the rest of the GGRETA activities (i.e. data and indicators' collection, capacity enhancement), a favorable context for the set-up of joint management institutions should be provided. Investment made in the current phase of GGRETA may pave the way for the set-up of such institutions. ZOOM IN ON SCALING UP : PCCP’s CONTRIBUTION TO GGRETA How does PCCP integrate in GGRETA now? Development of a Capacity and Skills Enhancement Toolkit for Hydrodiplomacy applied to transboundary aquifer management Enhancement of Hydrodiplomacy through: A pilot training in the Stampriet, A training in the Trifinio, and A training as well as trust building consultation meeting involving the Pretashkent countries Coordination of trust building measures in the Pretashkent Aquifer through working Seminars on future scenarios Collection of related conflict/cooperation indicators from the 3 cases in the aim of nurturing dialogue a joint aquifer management Follow-up on GGRETA with PCCP’s support: Analysis of respective contexts and assessment of favorable conditions for the potential set-up of joint management institutions Where favorable conditions are available, continuation of capacity enhancement strategy, and support hydrodiplomacy for the creation of joint institutions with the participation of relevant stakeholders Where favorable conditions are not yet available, continuation of “anticipation and preventive” hydrodiplomacy i.e. trust building measures and capacity enhancement, in view of creating such conditions.
