  1. Public Meeting Sand Coulee Public Water Supply System Restoration February 20, 2013

  2. Introductions • DEQ Abandoned Mine Lands Program (DEQ-AML) • Hydrometrics, Inc • NCI Engineering

  3. DEQ Abandoned Mine Lands Reclamation Photo taken August 15, 2012

  4. DEQ-AML Clogged Streams Project Cleared mine precipitates from 6 miles of Sand Coulee and Cottonwood Creeks: Summer 2012

  5. Nelson #2 Sand Coulee Well Field Rusty Ditch Gerber Mine Sand Coulee Mine Stockett #5 Abandoned coal mines near Sand Coulee Stockett #7 Nelson #1 ACM #4 Carbon Mine Stockett #4

  6. Sand Coulee Water SystemCoal Mining Impacts • DEQ-AML informed of impacts to Sand Coulee Water District during development of the Preliminary Engineering Report (NCI, 2010) • Coal mines dewater the Kootenai sandstone which supplies the SCWD wells: average 60 gallons per minute discharge to Rusty Ditch • Coal enters the water distribution system, likely during the repair of line breaks: 2011 Legislature testimony

  7. Sand Coulee Water SystemRestoration Project • Develop reliable source of potable water • Eliminate cycle of well drilling-water shortages-well drilling • Develop necessary water rights for SCWD • Replace water distribution system including storage tank

  8. DEQ-AML Water Supply Work • Water rights, water availability, and water quality investigations: 2010 to 2012 • Drilled and tested new 785 foot well into the Madison limestone: summer 2012 • Testing indicates excellent productivity and water quality • Obtained additional 10 acre foot water right • Developing additional water rights in the Madison Limestone

  9. Existing Kootenai wells

  10. Replace with two Madison wells

  11. SCWD Well #5 April –June 2012

  12. Sand Coulee Water Distribution System • Impacted by coal • Over 50 years old • High maintenance • Undersized lines and tank • Unmetered • Non-compliant with current regulations

  13. Distribution System Design Objectives • Meet fire flow requirements • Eliminate entry of coal into system • Meet current design, materials, and operation specifications • Looped geometry where feasible • Adequate valving and fire hydrants • Workable system for SCWD

  14. Implementation Objectives Minimize disruption of water supply – use temporary water delivery network Minimize disruption to property – connect to existing private service lines Maintain water connections for all existing users Provide service stubs for new users within SCWD
