Tuganov, who hails from Vladikavkaz in south-eastern Russia, is 61 years old. And he continues to participate in International Equestrian Federation events. He recently represented Palestine at a show in Sharjah, United Arab Emirates. In the past, Tuganov competed for Russia in jumping at the Athens 2004 and London 2012 Olympic Games. Due to the widely-condemned invasion of Ukraine, Russian and Belarusian athletes have been unable to participate in Olympic Paris FEI events. In a statement to TASS, the FKSR stated, While the departure of each national team athlete is a significant loss for the country. FEI President Ingmar De Vos, who is also an IOC member, explained that the decision was made because the concept of neutrality cannot be adequately defined or evaluated at present.

Last week, the IOC Executive Board proposed that individual athletes from Russia and Belarus could participate in Paris 2024 competitions. But only if they do not openly support the invasion of Ukraine or have affiliations with the military. The FEI's ban, which was implemented on March 2 last year, currently prohibits Russian and Belarusian athletes, horses, and officials from participating in FEI events. In a special teleconference conducted by the FEI Board, it was unanimously decided to maintain the existing ban. FEI President Ingmar De Vos stated, While the IOC has not made a definitive decision regarding the involvement of Russian and Belarusian athletes at the Paris 2024 Olympic Games, the FEI Board believes that, at this stage, the concept of neutrality cannot be adequately defined and evaluated. The FEI will continue to closely monitor the situation and maintain the ban until further developments occur.
