  4. Where are we now…

  5. Background on MCEE • Established in June 2011 as part of Michigan’s teacher tenure reform efforts(PA 102 of 2011). • Council members were appointed in September 2011. • Legislature appropriated funding in mid-December 2011. • The MCEE is a temporary commission with a life of no more than two years.

MCEE Charge The MCEE will submit to the State Board of Education, the Governor, and the state legislature a report that identifies and recommends all of the following: • A student growth and assessment tool. • A state evaluation tool for teachers. • A state evaluation tool for school administrators. • Changes to the requirements for a professional teaching certificate. • A process forevaluating and approving local evaluation tools for teachers and administrators that are consistent with the state evaluation tool for teachers and administrators and the act.

  7. MCEE Vision The Michigan Council for Educator Effectiveness will develop a fair, transparent, and feasibleevaluation system for teachers and school administrators. The system will be based onrigorous standards of professional practice and of measurement. The goal of this system is to contribute toenhanced instruction, improve studentachievement, and support ongoing professional learning.

  8. Why evaluation matters… • The evidence that skillful teaching has significant impact on students’ learning • The need for a more systematic way to support improvement of teaching and learning • Widespread public interest in and concern about K-12 education

The challenges • Choosing tools that are valid, fair, and feasible • Measure the things we actually care about • Measure things that are appropriate to try to account for • Measure these things validly and reliably • Affordable and doable • Building a system that focuses on improving practice • Provides useful feedback • Is linked to effective learning opportunities

  11. MCEE Recommended Evaluation Ratings Professional: A teacher or administrator rated professional has exhibited the knowledge and capabilities expected of a skillful educator. Provisional: A teacher or administrator rated provisional has exhibited some professional knowledge and skill, but has specific substantial identified weaknesses that should be addressed through feedback and targeted professional development. Ineffective: A teacher or administrator rated ineffective has exhibited performance that has specific critical identified weaknesses.

  12. VAM - Value-Added Modeling Measuring Student Growth • The state should, in all cases that are possible and professionally responsible, produce value-added modeling (VAM) scores for educators on state-provided assessments in the core content areas. •  For teachers in core content areas in grades for which there are growth data available from state- mandated assessments (currently reading and mathematics in grades 4–8, but likely to change over time), at least half of the teachers’ student growth component should be based on state-provided VAM scores.

Measuring Student Growth •  The state should continue to develop or select, as well as support, all aspects of assessments that are aligned to state-adopted content standards in all core content areas (i.e., English language arts, mathematics, science, and social studies). •  The state should also develop or select assessments aligned to state-adopted content standardsin high-volume non-core content areas where state-adopted content standards exist (e.g., arts, health and physical education, career and technical education, and many high school electives).

TUPS This survey is designed to gain a better understanding of how educators use technology in their teaching, their level of experience with technology, and their comfort with and attitudes toward technology. Results from this survey help identify professional development needs at the teacher, school, or larger aggregate levels.

  18. Survey sections include: • Technology Access and Support • Preparation for Technology Use • Perceptions of Technology Use • Confidence and Comfort Using Technology • Technology Integration • Teacher & Student Use of Technology • Technology Skills and Usefulness

  19. These last four areas of the TUPS will be the focus of the Teacher Stretch Goal #1 • Comfort • Integration • Use • Skill Level

Teacher Stretch Goal #1(Sample) • To develop and implement an effective instructional practice that is based on the latest educational research.(TUPS Data) • Purpose of Goal: To infuse best practices as related to classroom methodology and/or pedagogy. • Teacher Plan: Increase my use of Web 2.0 Tools and Social Networking tools (both for myself and students). From not at all to twice a month. • Administrative Support:Support from 21st Century Teacher, Online PD, and Twitter Resources.
