  3. INTRODUCTION • Supply of cooked meal started in July, 2003. Phase wise all primary schools were covered under the scheme by December, 2004. • DOE was declared as Nodal Department in September 2005 by MHRD. • All Upper primary schools in Delhi have been covered under the mid day meal scheme by 2009-10. 3

  4. OBJECTIVES • Improving the nutritional status of children. • Encouraging children to attend school more regularly and to help them concentrate on classroom activities. • Enhancing school attendance and reducing gender, caste & creed discrimination. • Enhance school attendance. 4

  5. IMPLEMENTATION • Scheme is implemented individually by DOE, MCD , NDMC & DCB through NGOs/Service Providers. • DOE being Nodal Department, coordinates with MCD, NDMC & DCB in matters of allocation/release of budget & food grains and for liaison with Ministry of HRD. 5

MONITORING • Internal • Instructions issued to all HOSs, EOs, DDEs for intense monitoring. • School Level Committee comprises of HOS, Teacher In-charge, Home Science Teacher, Three Mothers, DDO & one VKS Member. • Before distribution, Committee Members taste the food daily. • Zonal Level Steering Cum-Monitoring Committee comprises of EO, Two Principals, Two Parents and one VKS Member and meet once in a month. • EOs visit the kitchens at least once a week. • DDEs also visit the kitchens at least once in a month. 18

  19. MONITORING External Testing of Food samples by Sri Ram Institute of Industrial Research. Testing of four samples per month of each service provider. Two food Samples from school and Two samples from kitchen. 19

New Initiatives • From session 2012-13, NGO/Service Provider will be engaged on Zonal basis. • Zonal basis selection of NGO will help reducing number of children allotted per NGO. • To Provide credibility to mid day meal programme, Third Party Evaluation will be started in session 2012-13. 22

New Initiatives • Provision for registration of complaints/ grievances from general public/parents has been made at District and School level. • Complaints/Grievances are redressed at the earliest but within a month’s time according to the nature of complaint. • Complaints/Grievances can be registered either in person or on telephone. 23

Issues/Suggestions • Central Assistance for cost of food grains to be paid to FCI should be released by MHRD in single installment to avoid delay in payments. • Central Assistance in respect of other components should also be released at the most in two installments. • Due to traffic congestion, it takes 1-2 hours to supply Mid Day Meal to some schools.
