  1. History of AFAP • Army Family Action Plan (AFAP) is the brainchild of Army spouses who wanted to improve the standard of living for their Families. They decided to meet with other spouses and talk about what they could do to improve their quality of life. They uncovered problems, suggested ways to resolve them, and then volunteered their efforts to fix them. These spouses and their commitment to better the quality of life for all within the Army formed the beginning of the AFAP. • AFAP was formally adopted at the first HQDA planning conference in July 1983, and the first AFAP regulation was published in 1984. At the same time, the Community and Family Support Center (CFSC) was created and given the mission to continue and institutionalize the grass-roots process begun by Army spouses. • Since 15 August 1983, the first AFAP conference has been the driving force behind hundreds of legislative, regulatory, and policy changes and program service improvements geared towards improving Army life and enhancing readiness and retention. The Army is the only branch of Department of Defense that has this program.

  2. AFAP Conference Outcomes Benefit You Since inception, AFAP has reviewed 692 quality-of-life issues and resolved 520 of them while classifying 158 as unattainable. Additionally, the plan has been the driving force behind the enactment of 128 pieces of legislation and 184 Department of Defense and U.S. Army changes, while improving 208 programs and services.
