Improve Governance • Instruction of the President R.I No. 4/2005 : • 18 government agencies to take appropriate measures • National Taskforce on Combating Illegal Logging • First Priority Program of the Ministry of Forestry • Revise law and regulation on forestry sector : • 5 government regulations • > 10 Ministerial Regulations • Cancelation of Local Government regulation • Improve Network and coordinaton: • Forestry, Police, Attorney, Financial Intelligence Unit

  4. Improve Governance (continues 1) • Establish International Cooperation • Involvement of NGOs • Improve Capacity of Forest Police and Civil Investigators • Establishement of Rapid Response Forest Police Unit (600 personels)

  5. Simplify Forest Management Plan • More Intensive Sylvicutural Treatment • Forest Management Certification • > 5 million Ha certified • Timber Tracking System • Simplify Wood Administration • Negotiation on Voluntary Partnership Agreement

  7. Collect and Analysis information needed to detect harvesting, processing and transportation crime • Archieve information on the harvesting, processing and transportation of timber • Disclose information on harvesting, processing and transportation of timber

Campaign and Information • Awareness building done by various agencies both, government and non-government • Address the seriousness of illegal logging problems • Expected response : • attention from public, government, politicians, international communities • Result : • Fully aware and gain positive response • Side effects : • Negative image of the Indonesian forestry sector • Negative impact on forestry busines and industries

  11. Prosecute and convict forest criminals • Develop framework for IL Strike Force • Establish multi-agencies FLEG Secretariat • Proposed Draft Resolution to the CCPCJ of the UNODC (approved on 25 April 2007)

The Resolution entitle as: “International Cooperation in Preventing and Combating Illicit International Traficking in Forest Products and other Biological resources” Main points : • To be consider as trans national organized crime • Apply international legal instruments such as UN Convention againts TOC, UN Convention Against Coruption • Exchange information • Encourage bilateral, regional and international cooperation • Member states to take appropriate measures

CONCLUSION • Efforts of the government of Indonesia and the support of various partners have been able to reduce deforestation, suppress Illegal Logging Activities, and improve law enforcement capacity • The remaining unforested land is exist and new deforestation prevail, however the reforestation activities contribute to the reduction of deforested areas, if this trend can be sustained there is a hope that Indonesia will solve the problem of deforestation • Reduction of illegal logs by domestic large scale industries, might led to increase of timber smuggling to other countries
