  • Primary:
    • Use of multigrade teaching in rural areas.
  • Secondary
    • the FPE bulge – may double in 2007
    • Optimise utilisation of existing schools
      • Specific action for non-performing schools
      • Performance management for principals (develop appraisal system)
    • Double shift teaching in some schools
    • Emergency new schools,
      • Start with 3 teachers + principal, ensure full teacher utilisation, use primary school buildings.
    • Construct new buildings
