Sustainable New Homes and Sound Insulation ConferenceAustin Court, Birmingham 31 October 2006 Transport Noise Assessment Recommended Noise Levels - PPG 24 External Daytime Noise - < LAeq 55 dB Internal Daytime Noise - < LAeq 45 dB Internal Night-time Noise - < LAeq 35 dB Some Local Authorities may ask for more stringent BS 8233 or WHO criteria. This tends to be 5dB lower than the PPG 24 criteria.

BNoise should be taken into accountwhen determining planning applications and, where appropriate, conditions imposed to ensure an adequate level of protection against noise. CPlanning permission should not normally be granted.Where it is considered that permission should be given, for example because there are no alternative quieter sites available, conditions should be imposed to ensure a commensurate level of protection against noise. DPlanning permission should normally be refused.

Designed for assessing the suitability of introducing new industrial processes into mixed residential areas. But inappropriately used by many Local Authorities for assessing the suitability of introducing new housing developments near to existing industry.

A difference of more than +10dB indicates that complaints are likely. A difference of +5dB is of marginal significance. A difference of –10dB indicates that complaints are unlikely
