  3. Background • Ireland has been relatively late entry to field of HTA • Brennan Report of 2003 • Systems not designed to develop cost consciousness among those who make decisions to commit resources and provide no incentives to manage costs effectively

  4. Background • Quality and Fairness 2001 – National Health Strategy. Healthcare system needs to • introduce technologies speedily with proven, significant health benefits, • prevent the introduction of technologies which fail to meet the requirements of evidence based analysis, and • continuously monitor the effectiveness of technologies after their introduction.

  5. Health Information & Quality Authority • Established under Health Act 2007 • Independent Body, reporting directly to the Minister for Health and Children

  6. Health Information and Quality Authority: Functions • Setting Standards • Monitoring Quality and Safety in Healthcare • Inspecting Social Services • Health Information • Health Technology Assessment Driving safer better care

Health Technology Assessment functions The functions of the Authority are as follows…. - “To evaluate the clinical and cost-effectiveness of health technologies including drugs and provide advice arising out of the evaluation to the Minister and the Executive” - “To review and make recommendations as the Authority thinks fit in respect of the services, to ensure the best outcomes for the resources available…”

Work completed to date • Scientific Advisory Group incl published guidelines and piloted adapted mini HTA process in HSE • Programme advisory group, discussing work programmes of the Authority and priorities • Linkage and collaboration with external decision makers, agencies, service providers • Quality Assurance Framework • Linkages with international HTA providers • HTAi 2010 • 4 HTAs/Evaluations, and 2 underway

  11. Scientific advisory group • Broad based multidisciplinary stakeholder group • Guidelines for economic evaluations • Budget impact analysis • Adapted mini-HTA processes piloted • Targeted programme of work

Completed HTAs • HPV vaccines in reducing the risk of cervical cancer in Ireland • Population-based colorectal cancer screening programme in Ireland • Evaluation of the use of resources available to the population-based cancer screening services and associated services • Prion filtration of red cell concentrates in reducing the risk of TT vCJD
