  8. Directory Information • MUST include • Child’s name and birthdate • Parent’s name, address and phone number • Methods to Receive • Parent contact • Directory Information Form from First Steps • First Steps provider contact • Invitation to First Steps Transition Conference

Referrals from First Steps When ECSE receives complete directory information in any manner from First Steps, this is notification, which is a referral to ECSE and it begins the ECSE referral timeline. In other words… The date the directory information is received by ECSE is considered date of referral and triggers the evaluation process requirements under IDEA. In other words… Directory Information = Notification = Referral to ECSE

SPED Evaluation Process and Timelines The Evaluation Process is divided into the following components: • 30 days from referral to determine if disability is suspected and provide the parents with a NOA. • 60 days from NOA/consent to complete evaluation and determine eligibility • 30 days from eligibility determination to development of an IEP

Referred to First Steps 90 days or more prior to 3rd birthday + Found eligible for First Steps Referred to First Steps less than 90 days prior to 3rd birthday • Eligibility for ECSE MUST be determined by 3rd birthday • If eligible, IEP MUST be developed before and implemented on the 3rd birthday • Follow the initial evaluation process and the 30-60-30 timeline

Summer Clarification:District Breaks and Timelines for 30-60-30 • ECSE is NOT required to conduct evaluations during summer break or other school breaks unless they do so for other children in the district • UNLESS. . .a compressed timeline must be followed for a First Steps child to determine eligibility, and if eligible,, have an IEP in place by the child’s third birthday • However, once eligibility has been determined, an IEP MUST be developed within 30 days despite any scheduled breaks in the school year.

YCDD or Categorical or Both • Young Child with a Developmental Delay (YCDD) may be an option in your LEA – check your local policy • YCDD only • Any of the other 15 categories of eligibility but not YCDD • YCDD or any categorical eligibility • The YCDD category can be used until the child is first-grade age eligible (age six before August 1) at which time eligibility for one of the 15 other categories must be made.

  17. Parent Choices and Options In First Steps with birthday between April 1 through August 15 Continue First Steps services after age three until the day before school starts in the fall IF. . . Transition to ECSE services on the child’s third birthday • The child is eligible for ECSE before age three • OR • The child’s eligibility determination is in process • before age three

The SI Model Application for Approval • Qualifications • Section A: The Implementer • Section B: The Supervising Pathologist • Names and social security numbers on the application must match those on the individuals’ certificates and be accurately transcribed into DESE’s MOSIS – October Educator and Assignment Files.

The SI Model Application for Approval • Assurances • District continues to recruit a qualified SLP/SLP-A on an annual basis • Caseload for the speech pathologist must not exceed maximum state standards • Trainings and therapy sessions documented • Supervision of the speech implementer by the speech pathologist to include a written plan

The SI Model Application for Approval • Documentation • Required documentation sent to DESE must include district recruitment efforts • For SY 2015-16 districts must send evidence of both SLP AND SLP-A recruitment efforts with Application for Approval. • Resources for recruiting SLP-As are available on the DESE website, including contact information for various IHE with SLP-A programs

Summary of Substantive Changes ADDED: • A definition of “Telepractice” • A description of “Measurable” for goals • A description of “Direct Contact” for the second attempt for scheduling an IEP meeting • The High School Equivalency Certificate (HSE) as the “new” GED throughout • ECSE as grade level for SPED Supervisor position • Tuition may be charged for the portion of the preschool program that is not required by the student’s IEP • Procedure for transfer of student within MSSD placement

Summary of Substantive Changes CHANGED: • Proficiency of O&M Paraprofessional is determined by supervisory O&M specialist • Proficiency of Paraprofessional working with Braille is determined by supervisory teacher of the visually impaired • Credential required for SPED Supervisor to a Bachelor’s degree • How ECSE lease agreements are reimbursed to the LEA • Caseload requirements for ECSE • The interim placement at MSSD is 60 days
