  8. CIP Major Accomplishments • Radio coverage assessment study completed by Scientific Applications International Corporation (SAIC) • Upgrade various radio system components based on the study

  9. CIP’s Currently Underway • New Zellwood Tower (Replaces FS/ Est. $600,000) • New Bithlo Tower • Equipment purchased from State of Florida (Est. $600,000) • Replace obsolete microwave radio equipment (Est. $435,000)

RADIO REBANDING • FCC releases order Aug, 2004 to solve radio interference • Orange County issues RFP/signs agreements • Televate Engineering (Sep, 2006) • Shulman, Rogers, Gandal, Pordy & Ecker P.A (May, 2006) • May, 2007, Planning Agreement signed with Sprint/Nextel • Signed by the Transition Administrator 6/13/07 • O.C. signs Interlocal Agreement with Municipalities/Agencies • Signed by Orange County Mayor, Pending BCC Approval

  12. Rebanding - Next Steps • Begin planning for system Reband (6 months) • System wide Inventory • Sign Frequency Reconfiguration Agreement (FRA) with Sprint Nextel • Target Completion Jun ‘08

Future Technologies • Project 25 (P25) is a standard for the manufacturing of interoperable digital two-way wireless communications • The published P25 standards suite is administered by the Telecommunications Industry Association (TIA) • Project 25 is recommended for federal grant funding applications (e.g. UASI, COPS, etc.)

  14. Future Technologies • Current Public Safety Radio System purchased Dec. 1992 for $19 million • Current system reaches end of life Dec. 2012 • Certain components of system are obsolete now and manufacturer discontinued (more difficult to repair) • Hire Technologically Neutral Consultant

  15. Future Technologies • Funding challenges • Determine timeframe for migration (Up to two years needed to migrate from old to new) • Prioritize by agency/department • Complete System Replacement or Upgrade by 2012 • $46 to $53 million

  16. Next Steps • Award the Bithlo and Zellwood contracts and continue system improvements • Plan and Implement Rebanding requirements • Research and plan for a system replacement or upgrade • Allocate CIP Funding of approximately $50 M
