  1. Who are we? “Just tell me where it has rained, and I will know what to do.” - A nomad from Niger

  2. Who are we? The RANET program began in Africa in 1998/9, following the experience of Seasonal Outlook Forums. It was recognized that benefits from advances in science and applicationscould only berealized if populations outside central citiescould bereached. • Africa: 1998/99/00 -> present • Pacific: 2003 -> present • Asia, Indian Ocean: 2005

  3. What we do? • RANET INCLUDES: • Web and Internet • Community FM Radio • HF Radio • SMS (Cellular Text) Messaging • Other Equipment Use and Maintenance • RANET Community Building: Newsletters, etc • Web Hosting • Network Development and Management • Maintain Satellite / Associated Server Systems • Pilot and Training Activities • Test and Identify Communication Solutions

  4. Core principles? RANET IS A CONCEPT All activities are done in collaboration with, and with the approval of, the communities and national meteorological and associated services.

  5. Core principles? Core principles? RANET IS A CONCEPT Ensuring sustainability and maintenance of systems is a priority of all RANET activities, therefore we encourage local ownership and use of communication systems for multiple purposes such as education, health campaigns, community discussions, etc.

  6. Core principles? Core principles? RANET IS A CONCEPT RANET also works to build upon and augment existing networks and means of communication.

  7. 2-way RANET – ITIC - PTWC Tsunami Alerts SMS/Cell Phone Text Messaging – 1 Mar 2005 Information Feeds(currently PTWC, but expand to other warning centers for cyclones, etc.) Commercial Gateway(near ‘global’ coverage where cell phone or satellite phone services exist) RANET Servers(receive messages and process to ensure security, backup, and place in appropriate SMS format)

  8. RANET – ITIC - PTWC Tsunami Alerts SMS/Cell Phone Text Messaging • What the SMS system IS NOT: • Not meant to replace existing and formal/official • means of communicating alerts or critical information. • Not meant to become the sole meansof receiving • critical alert information – warnings and communication • should come through a ‘layered’ approach. • Not meant to be mass-public communicationsystem • for national official / disaster managers, • international organizations needing to be notified • Coverage: Africa, IO, Pacific, Central America • Pilot - contact l.kong@unesco.org, raw-sma@ranetproject.net
