  1. Department of Arts and Culture Mr Sibusiso Xaba DG: Arts and Culture National Council for Library and Information Services (NCLIS) Advisory Panel Members Composition

  2. National Council for Library and Information Services (NCLIS) The NCLIS is constituted in terms of Sections 5 to 9 of the National Council for Library and Information Services Act, No.6 of 2001. The Act prescribes that the Council must advise the Minister of Arts and Culture and the Ministers of Education on matters relating to library and information services.

  3. National Council for Library and Information Services (NCLIS) cont. The nomination procedure as prescribed in Section 7 (1)(a – b) had been followed. The process to appoint the Advisory Panel was started and approved in November 2009. The nominations have been submitted and the closing date was 13 November 2009. The term of the previous Council ended in December 2010.

  4. Appointment of Advisory Panel Section 7 (2)(a) of the NCLIS Act prescribes that ‘The Minister must appoint a panel, after the composition was approved by the Portfolio Committee on Arts, Culture, Science and Technology (i.e. the Portfolio Committee for Arts and Culture), consisting of persons with experience or expertise in library and information services to compile a shortlist not more than 15 candidates from the persons nominated in terms of subsection 7 (1)(a)’.

Recommended Advisory Panel members • Ms E Tise, Senior Director: Library and Information Services, Stellenbosch University and the President of the International Federation of Library Association (IFLA) (Proposed Chair of the Advisory Panel). • Dr JJ Joshua, Director from the Department of Basic Education • Mr AP Kekana, Director: Library Policy and Coordination, DAC • Mr K Madumo, Strategic Executive Director: Sports, Recreation, Arts and Culture: City of Tshwane

  6. Recommended Advisory Panel members cont Mr A Singh, Director: Legal Services, DAC Ms Mandy Gilder: Acting National Archivist

  7. Recommended Reserve List Ms N Haasbrook, Head:  Library and Information Services, iThemba LABS. President: Library and Information Association of South Africa (LIASA). Ms K Meyer, Director: Library Services, Gauteng Department of Arts and Culture. Prof J Seleti, Acting Group Executive: Human Capital and Knowledge System, Department of Science and Technology.

  8. Need to appoint the Council Previous Council term ended in December 2010 No advisory body for the Minister on library related matters Policy matters on library issues cannot proceed without the advise of the Council.
