  3. Introduction ICAO EUR HLSC Preparatory Seminar SSP and CMA are two separate yet interrelated activities Both are based on the use of safety risk management (SRM) and safety assurance (SA) principles SSP – set of regulations and activities for the management of safety by a State

  4. Introduction ICAO EUR HLSC Preparatory Seminar CMA provides a continuous safety assessment process SSP – a management system implemented by States CMA – implemented and managed by ICAO

  5. Discussion ICAO EUR HLSC Preparatory Seminar USOAP objective – promote global aviation safety through auditing member States SSP objective – to effectively manage safety through the surveillance of aviation system

Discussion ICAO EUR HLSC Preparatory Seminar SSP complements prescriptive regulatory system with process and procedures which systematically identify deficiencies, assess safety risks and implement mitigation strategies CMA allows ICAO to assess how well a State performs its safety oversight function

The link between SSP and CMA ICAO EUR HLSC Preparatory Seminar CMA will use the data acquired by SSP to effectively focus its activity in response to safety issues and detected deficiencies Analysis of CMA data will support the SSP safety assurance SSP and CMA link will be strengthened through the use of integrated data resources

The link between SSP and CMA ICAO EUR HLSC Preparatory Seminar • Commonalities of SSP and CMA: • Safety assurance – based oversight and mitigation strategies • CMA provides ICAO with a State safety oversight assessment and SSP provides assurance to States regarding safety management capabilities of their service providers

  13. Conclusion ICAO EUR HLSC Preparatory Seminar Effective implementation of SSP by States is based upon safety management principles and cannot be successful unless safety data is available to support SRM and SA Safety data is needed for the development of regulations as safety risk controls

Conclusion ICAO EUR HLSC Preparatory Seminar As both CMA and SSP evolve over time, the flow of safety data generated by SSP will be increased The integrated analysis of data generated by SSP and CMA will strengthen the SSP/CMA link and will bring significant benefits in the conduct of safety oversight

Conclusion ICAO EUR HLSC Preparatory Seminar • The Conference will be invited: • Note the discussion • Note the link between SSP and CMA • Agree that the effective implementation of SSP and efficiencies gained in CMA cannot be achieved unless larger-scale data acquisition, analysis and exchange be developed by States and ICAO • Encourage internal action by States with the ICAO support to ensure the development of the above capabilities
