ROBEK Network • Network for LSGs in financial in-balance • Goal of network: LGs out of the ROBEK-register • These LSGs need approval from Ministry re. loans and long-term leases • 1st network established in 2010 • The «diagnoses» / pre-study: • Growing deficit • Confusion re. roles and responsibilities • Lack of budget discipline • Lack of understanding of situation
