CAPER Project Rationale • Current tools for the fight against organised crime include information technology systems, typically developed ad-hoc for each LEA. • Disperse data sources. • Importance of these systems reside on their ability to provide evidence and warnings on facts that otherwise would not be detected. • Need for optimizing co-ordination between different agencies • Limitations apply: dispersed sources of information; various formats, language dependence; interoperability of systems; information sharing and security, and trans-national considerations • Tackle the availability of the widest range of information types and sources, data extraction and transformation tools and processes for knowledge management

CAPER LEA Challenges • LEAs are faced with the challenges of managing vast quantities of informationinmultiplemodalities, formats and languages based on a number of technologies • ICT itself isakeycomponentin committing crime. • Information sharing between LEAs is inadequate and often wasteful • Experientialknowledge in the LEAs is not being captured. • Jurisdictionalpowers have not kept pace with the ICT revolution • Manualdetection of relevant information in OpenSources coupled with a lack of intelligent processing of CloseSource databases is inefficient and costly

CAPER Project Goals • Demonstrate the possibility of integration in a larger system. • Driven by end-users. • A distributed system to be shared by the law enforcement agencies. • Build by (re-) using systems and modules. • Deal with information acquisition, processing and exploitation. • Taking into account legal issues. • All data-format (multilingual text and speech, video, image etc). • Sources (open or closed source, disparate high volumes data repositories, network flows, etc.). • All levels of data extraction, transformation, mining, etc. • Correlate real-time and historical data to allow automatic and under-demand (hypothesis building) analysis and decision-making

CAPER CAPER – Science & Technology Objectives • Standards Based Technologies and Common Architecture • A universal system architecture deployable in all European jurisdictions • Based on standard ICT technologies with comprehensive interfaces for internal and future integration • Focus on Operational Interoperability • Application of semantic technologies to enhance organisational interoperability • Development of common operational ontology • Multilingual Analysis • A common architectures for linguistic analysis extensible to any other language • Combination of rule-based and statistical linguistic techniques for text mining and information extraction • Allow searches to be performed across languages via alignment of lexical resources • Multimedia Analysis • Analysis of textual, video, image and audio content High performance video and image processing will be implemented • Content reduction to Text and Images • Biometric data detection (Voice and Image) • Visual Analytics • Fused data from closed and open sources that allow one to infer conclusions from the other • Creation of Visual Analytics display models specifically tailored to Law Enforcement Agencies • Integration of semantic analysis technologies with Web data mining techniques in Visual Analytics • User, not Technology, Focused • Focus on the LEA needs, not the technology. • Combine multilingual, multimodal content with semantics for interoperability to provide users with better investigative tools. • Provide LEAs with early warnings of trends and the option to react proactively

PROYECTOS INFRAESTRUCUTRAS CRITICAS BUCOPCI – Business Continuity Planning in Critical Infrastructure • Proyecto de I+D financiado por la Comisión Europeo (CIPS) • Investigación y desarrollo de soluciones para abordar el desafío de la continuación de proceso de negocio en situaciones de desastre (específicamente terrorismo) • Definir Guidelines para la Gestión de la Continuidad de Negocio • Mantenimiento y Consultoría Continuada de la Continuidad de Negocio ante un incidente o contingencia. • Sistema que garantice y asegure la continuidad de las funciones del negocio y la mejora en la disponibilidad global de los sistemas de información • Guidelines para la creación de Planes de Seguridad para Operadores de CI • 24 meses de duración (Julio 2011 – Julio 2013) • Liderado por ISDEFE

PROYECTOS INFRAESTRUCUTRAS CRITICAS Sistema de Seguridad de la Información en la nube para proteger las Infraestructuras Críticas • Proyecto de I+D financiado por MICINN (INNPACTO) • Sistema de Gestión de Seguridad de la Información (SGSI) a través de la nube, especificado y validado por los usuarios finales, que permita la detección de alertas tempranas de ciberataques sobre las Infraestructuras Críticas • Herramientas que permitan el análisis de la información relativa a las vulnerabilidades que pueden afectar dispositivos empleados en los sistemas de control • Su provisión como un servicio en la nube, de modo que las organizaciones no necesitarán tener instalado un SGSI propio • Seguir los estándares de seguridad contemplados (ISO 27001, ISO 27000, S/CMM, etc. • Colaboración de CNN-CERT, Andalucía-CERT y operadores de infraestructuras relevantes. • Plazo de ejecución de 30 meses (Julio 2011 – Enero – 2014)
