  1. 3rd Grade Reading Guarantee Update February 14, 2013

  2. Teacher Credentialing(2/11/13) • For retained 3rd graders and 3rd Grade RIMP students in 2013-14 • For retained 3rd graders and K – 3 RIMP students in 2014-15 • Applies to teacher providing the core reading instruction • Applies to intervention specialists if they are providing some or all of the core reading instruction through a setting other than “co-teaching.”

  3. To be credentialed 2013-14: • Teacher must have been actively engaged in reading instruction for previous three years AND must satisfy one of the following four: • K-12 Reading Endorsement on teacher’s license and a passing score on the corresponding assessment for that endorsement • Master’s degree with the word “reading,” or “literacy” in the degree name or on the transcript as the major area of study, specialization, or concentration • Rating of “above value-added” for previous two school years • Credential from a program on the ODE approved list of scientifically research-based reading instruction programs (to be released in Spring 2013)

  4. To be credentialed 2014-15: • Teacher must have been actively engaged in reading instruction for previous three years AND must satisfy one of the following four: • Same • Same • Same • Changes from: Credential from a program on the ODE approved list of scientifically research-based reading instruction programs to Passing score on a rigorous test of principles of scientifically research-based reading instruction, to be approved by State Board of Education in Fall 2013

End of Current School Year Districts must select one of the following options for 3rd graders not scoring at least 390 on Reading OAA: • Promote student to the 4th grade if principal and reading teacher agree student is prepared academically for 4th, based on another evaluation of reading skill; • Promote student to the 4th grade, but continue to provide intensive intervention services in 4th grade • Retain the student in the 3rd grade.

  6. End of 2013-14 School Year All 3rd graders scoring below the designated level on the 3rd grade Reading OAA must be retained, except for: • LEP students who have been enrolled in U.S. schools for less than two full school years and have had less than two years of instruction in an ESL program • Special education students whose IEPs specifically exempt them from retention under the 3rd Grade Guarantee • Students who demonstrate reading competency on an alternative reading assessment approved by ODE • Any student who has received intensive remediation for two years and was previously retained in K through 3rd grade.

  7. In order for IEP team to decide that a student is exempt from retention Student should meet one of two criteria: • Student is completing a curriculum that is significantly different from the curriculum completed by other students required to take 3rd grade Reading OAA • Student requires accommodations that are beyond the allowable accommodations as outlined in OAC 3301-13-03(H).

  8. Other Info on 3GRG • Parent does not have the right to refuse the requirements of the 3rd Grade Reading Guarantee (including student retention if not exempted within IEP) • If a student does not take 3rd Grade Reading OAA, his score is considered a zero for purposes of the 3GRG, and student will be retained unless he/she qualifies for an exemption • Students who are retained per 3GRG must have a high-performing Reading teacher determined by the teacher’s student performance data or performance reviews

  9. Other Info on 3GRG • HB555 changed the requirement for retained students from “90 minutes of reading daily” to “90 minutes of reading instruction.” • Should include the interventions outlined in the student’s RIMP • The 90 minutes may take place during the regular school day and during regular classroom activities • The 90 minutes does not have to be a single block of time
