  1. PRESENTATION TO THE PORTFOLIO COMMITTEE ON PROVINCIAL AND LOCAL GOVERNMENT BY TRANSNET LIMITED PUBLIC HEARINGS ON LOCAL GOVERNMENT: PROPERTY RATES BILLWEDNESDAY, 14 MAY 2003

In terms of the Property Rates Bill, 2003 published in Government Gazette No. 24589 certain "public service infrastructure" in paragraphs (e) and (h) is defined as:“(e) railway lines forming part of a national railway system;(h) waterways at harbours to and from which goods, services or labour move across a municipal boundary; or” The abovementioned definitions will have the affect that important infrastructure required for the operations of Transnet Limited, in particularly at stations and ports, will be rateable. These are basic facilities, equipment, services and installations needed for the growth and functioning of Transnet’s operations.

  3. RECOMMENDATION • In view of the aforementioned, Transnet Limited hereby wishes to request the Portfolio Committee on Provincial and Local Government that the abovementioned definitions in Section 1 "public service infrastructure" paragraphs (e) and (h) be revised to read as follows:(e) railway lines and all railway infrastructure required for the functioning of the national railway system, and(h) all port infrastructure and lighthouses required for the functioning of the national harbour system.

  4. It is further recommended that a definition of “infrastructure” be inserted under Section 1 to define infrastructure as follow:(a)an underlying base or supporting structure, or(b)the basic facilities, equipment, services and installations needed for the growth and functioning of a country, community, operation or organisation.
