RESEARCH POTENTIAL • Two objectivesfor CONVERGENCE & OUTERMOST regions only: • to stimulate the realisation of the full research potential of the enlarged Union by unlocking and developing the research potential in the EU’s convergence regions and outermost regions • to strengthen the capacities of their researchers to successfully participate in research activities at EU level

  4. What are……. CONVERGENCE REGIONS: Regions eligible for financing by the Structural Funds (2007-2013) under objective « convergence » - whose per capita gross domestic product (GDP) is less than 75 % of the average GDP of the EU-25. OUTERMOST REGIONS: Regions defined by art. 299§2 of EC Treaty - Canary Islands (ES), - Guadeloupe, Guyane, Martinique, Réunion (FR), - Azores & Madeira (PT) Subject to Agreements associating third countries to the 7th EC Framework Programme, other regions may become eligible for participation; the eligible regionswould be defined in the Association Agreements.

Main activities in 2008 • REGPOT-2008-1: Unlocking and developing the Research Potential of research entities established in the EU´s convergence regions and outermost regions (29 M€) • REGPOT-2008-2: Providing evaluation facilities for research entities established in the EU´s convergence regions and outermost regions (1 M€)

REGPOT-2008-1 • The activity will support an Action Plan defined by the highest quality and/or promising researchcentres in the thematic priorities’ domains of the FP7, based on a set of coherent measures for: • Exchange of know-how and experience • Recruitment by the selected research entities of incoming experienced researchers • Acquisition, development or upgrading of research equipment; • Organisation of workshops and conferences to facilitate knowledge transfer at national and international level; • Dissemination and promotional activities.

REGPOT-2008-1 • Expected impact: • Upgrading the RTD capacity (human potential: number of new researchers and training of all research staff, improvement of research management, scientific equipment) and the quality of research carried out by the selected research entity • Better integration of the selected research entities in the ERA as a whole (partnership with research groups elsewhere in Europe) • Contribution to regional capacity building • Improvement of the capacity of participation in FP7

REGPOT-2008-2 Activities evaluation of research quality and capabilityof the selected research entitiesby high level independent experts (SWOT analysis) Preparation, by the selected research entity, of anAction Planto upgrade and reinforce its RTD potential Participants public or privateresearch entity(as a single proposer)established as a legal entityin the EU'sconvergence regionsandoutermost regions

  9. REGPOT-2008-2 • Expected impact: • SWOT analysis and conclusions • An Action Plan to improve the research entities’ RTD capacity • Improved research capacity for increased contribution to regional economic and social development and for better participation in FP7 projects

Timetable Calls for proposals published on 30/11/2007 Deadline for submission: 14/03/2008 Evaluation, with help of independent experts – & Selection within 3 months of call closure (from 14/06/2008) Negotiation of grant agreements (July-Sept. 2008) Commission decision (October-November 2008) Signature of first grant agreements before end 2008 Selection and Negotiation

The projects must be proposed bya single public or private research entity from the EU's convergence regions and outermost regions funding scheme – “Coordination and Support Actions” (Support Action) EPSS Part A - administrative information about the proposal and the participant – on-line Part B - scientific and technical content - a "template“ to be filled in and uploaded by the applicant into the EPSS How to apply

  13. Do not wait until the last moment before submitting your proposal! Have you completed both a Part A and a Part B? A single legal entity is specified as beneficiary? Does your proposal follow the required structure? Is your Part B in the approved file format (PDF), including no material in other formats? Is the filename made up of the letters A to Z, and numbers 0 to 9? Have you printed out the PDF file of your Part B, to check if it is complete, printable and readable? Have you virus-checked your computer? Have you completed the submission process for your latest version? Have you pressed the SUBMIT button? Check list before submission
