Overview of the Philippine Chemical Industry • Chemical industry – branch of manufacturers sector that converts various materials to useful and profitable products through chemical reactions and other processes • Classification of chemical products according to use - Consumer chemicals or those directly consumed by end-users - Industrial chemicals, or those used as inputs for other industries, which is further classified into basic and intermediate GHS Conference for ASEAN: Implementation Towards 2008 and Beyond

Overview of the Philippine Chemical Industry • Philippine chemical industry activity is characterized by extensive upstream and downstream linkages with various sectors such as: electronics (plastics, industrial gases) construction (paints, coatings, adhesives, cement additives, sealants) metals and engineering (foundry resins, industrial gases) packaging health care (drugs and pharmaceuticals); textile (dyes, resins, finishes); food processing (preservatives, colorants, national defense (explosives) mining (Flotation agents, leaching chemicals, activated carbon); agriculture (fertilizers and pesticides); GHS Conference for ASEAN: Implementation Towards 2008 and Beyond

Categories of the Chemical Industry • Agrichemicals and Fertilizers -pesticides, plant growth regulants, spray adjuvants and foliar fertilizer • Chemical Service Providers - firms which trade, store, transport and distribute/supply basic, intermediate and specialty chemicals • Industrial Gases - gases produced include nitrogen, oxygen, hydrogen, argon, carbon dioxide and special gases such as medical and welding gases - consumables gases and refrigerants GHS Conference for ASEAN: Implementation Towards 2008 and Beyond

Categories of the Chemical Industry • Industrial gases - covers production of sulfuric acid, calcium carbide, phosphorus, soda ash, muriate of potash, chlorine, anthracite coal, electrode paste, methanol and phenol • Oleochemicals and surfactants - basic oleochemicals produced are fatty acids, methyl esters, fatty alcohol and by-product glycerine which are used in the manufacture of soaps, detergents, shampoo, toothpaste, cosmetics, food, pharmaceuticals, paints, adhesives, plastics, rubber, textiles, pulp and paper, and even lubricants. Categories of the Chemical Industry • Petrochemicals - Industry’s current orientation is towards downstream operation which involve the manufacture of synthetic resins (i.e., polyvinyl chloride (PVC) and polystyrene (PS) and the most recently produced polypropylene (PP) and polyethylene (PE)) primarily for the plastic processing, surface coating and textile industries • Plastics - transforms thermoplastic resins into various plastic products for consumer and industrial use • Specialty Chemicals - products such as additives, functional chemicals, catalyst, fine chemicals, specialty formulations GHS Conference for ASEAN: Implementation Towards 2008 and Beyond

SPIK (Chemical Industry Association of the Philippines) Profile • SPIK stands for Samahan sa Pilipinas ng mga Industriyang Kimika, or the Chemical Industries Association of the Philippines. • It was organized in 1977 • Its role is to address concerns, issues and interests which affect or influence the chemical industry. • Represents the chemical industry in various fora with government, non-government organizations, chambers of commerce and other industry associations, both local and foreign. SPIK Activities related to GHS • Conducted series of seminars on MSDS (SDS) • Attended APEC GHS workshop in Taiwan in 2003 and in Malaysia in 2004 • Echoed GHS by conducting seminar sponsored by EMB-DENR to government regulatory personnel • Introduced GHS to Adhesives Manufacturers’ Association of the Philippines • Through the support and assistance of JETRO and AOTS series of seminars and training on GHS Awareness were conducted • Six from SPIK and two from the government were sent to Japan by AOTS for the GHS Train the Trainors Training . Conduct training workshop on GHS for SME’s and non- SPIK member companies nationwide: Cebu (completed July 28-29, 2006) Metro Manila (completed August 18-19, 2006); September 2006 Cagayan de Oro (October 27-28, 2006) Pampanga (December 1-2,2006) 3. Preparation of Draft GHS Legislation Conducted by EMB-DENR • Active participation on the review of Department Order on the subject : “Rules and Procedures for the Safety Data Sheet (SDS) and Labeling Requirements Under theDENR Administrative Order No. 29, Series of 1992 of Republic Act 6969. for the Implementation of the GHS” • Provided inputs, comments and suggestions as industry representative GHS Conference for ASEAN: Implementation Towards 2008 and Beyond
