A Blueprint for ReformThe Reauthorization of the Elementary and Secondary Education Act The U.S. Department of Education…… “We are calling on states and districts to develop and implement systems of teacher and principal evaluation and support, and to identify effective and highly effective teachers and principals on the basis of student growth and other factors.”

  5. Which Evaluation System? • No specific system is required; however, all teacher and principal evaluation systems must meet the six guidelines for educator evaluation. • Kansas Educator Evaluation Protocol (KEEP) is a model which districts may use. • All adopted evaluation systems will be peer reviewed and approved by KSDE to ensure each of the six guidelines are addressed.

Principle 3: Supporting Effective Instruction and Leadership Implement teacher & principal evaluation & support systems that: • Use for continual improvement of instruction • Use at least 3 performance levels • Use multiple measures including student growth as significant factor • Evaluate on a regular basis • Provide clear, timely, and useful feedback • Use to inform personnel decisions

  9. Next Steps • Continue to develop web-based tools for new accountability system and reports. • Continue a responsive/supportive approach. • Continue piloting KEEP. • Begin piloting all other evaluation systems. • Continue effective communication. • Establish timelines moving forward.

Essential model elements: • Kansas Employee Evaluation Protocol (KEEP) orientation • Data repository review/archives • 6 Guidelines (required for all evaluation systems) • KEEP webpage review & explanation of available resources • Access to Educator Data Collection System (EDCS) for KEEP districts • Appropriate “goal setting” • Identification of appropriate evidence and artifacts • Time management topics related to evaluation systems • Inter-rater reliability of all evaluation systems • Others as necessary

  14. KEEP Electronic Repository • Workspace to manage all processes • Districts complete a sequence of steps to set up evaluation roles and gain access to the Repository • Authenticated application through KSDE

  18. District Step 3 Step 3: Submit Roles to KEEP • When Steps 1 and 2 are complete: • Choose the “Submit to KEEP” button • This is a very important step. If you do not submit to KEEP, the KEEP repository will not be populated when the participants access KEEP.

  22. Accessing KEEP Accessing KEEP • Districts – • enter EDCS profile/assignment data during the summer • Evaluation Roles – entered and submitted prior to the start of the school year • If participants try to access KEEP before the district has completed the above, they will • not see any data!
