NJDEP Programs subject to ARRA Reporting • Diesel Emissions Reduction • Funding from EPA • Install diesel retro-fit devices on construction equipment • Leaking Underground Storage Tank Program • Funding from EPA • Clean-up approximately 16 facilities with leaking tanks • Division of Watershed Management • Funding from EPA • Develop up to 16 county- wide Wastewater Management Plans supporting NJDEP water quality management planning activities • Office of Natural Resource Restoration • Funding from NOAA • Lincoln Park Wetland Restoration Project in Jersey City

  4. ARRA Reporting Systems • FederalReporting.gov • New online report submission system for ARRA reporting. NJDEP will use this system to submit ARRA reports to the Federal Office of Management and Budget. • CBR / PBR Reporting System • Report submission system specific to Clean Water SRF and Drinking Water SRF reporting. Used to submit SRF and ARRA data to EPA. • Recovery.gov • Public access to all Published ARRA reports. Provides an interactive mapping and query panel to search for data.

Reporting Roles • Prime Recipient • Non-Federal entities that receive ARRA funding as a Federal award • Organization ultimately responsible for ARRA reporting to FederalReporting.gov • Sub-Recipient • Non-Federal entities that receive ARRA funding through a contract/grant/loan from a Prime Recipient • May be delegated reporting responsibility to FederalReporting.gov or report data to the Prime Recipient • Vendor • Provide products or services to support a project • Report data to Prime or Sub-Recipient • Agency • Federal Agency which provides funds to Prime Recipients • Reviews and approves reports using FederalReporting.gov

Reporting Responsibilities • DEP, as the Prime Recipient, will submit reports using FederalReporting.gov (CWSRF and DWSRF will also use CBR/PBR) • DEP, as the Prime Recipient, will submit reports on behalf of the Sub-Recipients (Clean Water SRF, Drinking Water SRF, and Watershed Management) • Sub-Recipients and Vendors must provide DEP with the necessary ARRA data to ensure timely reporting. • The Agency may require DEP to report addition data. Any additional reporting requirements are Program specific. DEP Program contacts will make Sub-Recipients and Vendors aware of these non-ARRA reporting requirements.

  8. Collecting the Data • DEP will make Sub-Recipients aware of data collection requirements to ensure timely reporting. Spreadsheets and forms will be used to collect data from Sub-Recipients • DEP and Sub-Recipients working directly with Vendors should be discussing data collection requirements to ensure timely reporting • Federal Agencies are required to review the prime recipient procedures for collecting, reviewing, and reporting ARRA data.

  11. Report Status • Draft (days 1-10) report is in the process of being prepared either by data entry or excel upload. Report will remain in draft status until the reporter submits the report as an Initial Submission. Failure to submit the draft report as an Initial Submission by the 10th day will result in non-compliance. • Initial Submission (days 11-21) report has been submitted for review and is unlocked for authorized used to edit and comment. • Final Submission (days 22-29) 22nd day all Initial Submission reports get locked and automatically receive a Final Submission status. During this status Agency users can review and comment on reports. • Published (day 30) no changes can be made and report is available for public on Recovery.gov

Post Report Activities • Agency Review and Approve • Review may identify data quality problems • Report Edits and Re-submissions • Edits may require Sub-Recipients/Vendors to provide revised data to DEP • Edits can be made using the report web form • Edits will require a re-submission if file upload is used • Publishing • At day 30, reports are final with or without errors, with or without review • Reports and review status will be made public • Public Access “Tracking the Money” • Reported data available on Recovery.gov

  15. Summary • New reporting requirements • New reporting system • Strict reporting timeline • First quarter will be a learning experience for all, but through partnership and timeliness we will meet our grant commitments while improving the process along the way.
