StarCom21 Service Level Agreements • Site Availability • Average monthly downtime, per site, is calculated by adding the total outage minutes for the previous 12 months and then dividing by 12. • Motorola Solutions will provide the average monthly downtime for each site, as well as a Zone Level and System Level rollup, to the State of Illinois each month. • The 12 months of Site Availability from January of 2011 thru December of 2011 shall serve as the baseline. • Upon contract execution (JUNE 2012), Motorola Solutions will develop a plan to achieve Site Availability that averages no more than 40 minutes per site per month of unplanned site downtime, when averaged across the total number of sites, within three (3) years (JUNE 2015).

Starcom21 - Backhaul • Current MSI and AT&T contract valid through 2018 • NEW contract for MPLS (Ethernet) • AT&T moving toward Ethernet Network • AT&T recognizes that this will take time • NO HARD DROP DEAD DATE • WHERE AVAILABLE • 70% fall inside AT&T’s Fiber/Ethernet footprint • 30% will still require traditional T1 type access until Ethernet becomes available at a later date • Pilot Testing (COMPLETED) • Inititial orders placed, Scheduling site implementation • Other fiber providers are supported (Comcast, Charter…)

We are considering using Permanent Satellite Backhaul • Links on approximately 40 sites where Fiber is not yet • available. • The satellite bandwidth for 40 sites get the cost down to • a point where we could consider putting satellite • backup links on the remaining sites. • We are in the process of installing a satellite link on the Bluff • Springs site. We will be evaluating the suitability of a • a permanent satellite link. We will be evaluating: • Satellite link performance in adverse weather. • Satellite audio suitability for full time use. • Data bandwidth required.

  20. Satellite Advantages over Cellular 4G • 4G not available on many of our sites with troubled T1s. • Site Congestion a problem on the sites that do have access to 4G. • Cellular backhaul is not Public Safety Grade. • Sites are not hardened. • No generator for loss of power (about 4 hours of battery). • Site Links over Satellite work during disasters. • 4G backup is not effective on bouncing T1 circuits. • Less voice latency than a cellular backhaul link.
