According to the decree of Council of Ministers of RSFSR 01.04.1991, № 182 «On the introduction of state expert examination in the field of science» it was decided to introduce the state expert examination of research and development (R&D) in the field of fundamental and applied science, to be funded from the budget, and to establish the Federal Research Center for Project Evaluation and Consulting Services (FRCEC) withthe rights of a scientific research Institute, which was mandated as the head organization for the state expert examination in the field of research and development. http://www.extech.ru
