Current Practice • Mainly estimated by production approach • As a counter-checking purpose, expenditure approach is also done • Main data sources are administrative records and estimation • Lack of regular-basis surveys 2
Estimating on final consumption expenditure • Household final consumption expenditure has been estimated starting from 2005/2006 • Formerly it was a residual 3
Survey • Integrated Household Living Conditions Assessment Survey (IHLCA)(2004/2005) • Intended to measure national poverty line 4
Estimating from the survey result • Household final consumption expenditure are estimated • As an aggregate, not in product classification (CPC and COICOP) 5
Government final consumption expenditure • Relied upon the current expenditure of Government Budget • Need to classify with COFOG and CPC • NPISHs • Still missing 6
Exports and Imports • Covered only goods • Valued at FOB and CIF • Converted into local currency with official exchange rate 7
Gross capital formation • Both gross fixed capital formation and changes in inventory are included • For state sector, capital expenditure of Government Budget is taken • For private sector, estimation are being carried out 8
Changes in inventories • Collected through line ministries for State sector • For private sector, only the stock changes for major crop, i.e. paddy is estimated 9
Need to improvement • Need to improve statistical system • Capacity building is much needed • Survey on regular basis are necessary • Transform into internationally standardized system 10
