  2. Goal: A Well Managed, Self-Sustaining Park • protect biodiversity • enhance fisheries around the Park • maximize benefits to local communities • sustainable use of Park’s resources for tourism and education

  3. Foundation for Collaborative Management Initiative • The Nature Conservancy presence since 1995 • Extensive coral and fish monitoring • Community outreach and awareness • Sustainable livelihood activities • Cross-sectoral patrolling and enforcement

Foundation for Collaborative Management Initiative • 25-year management plan: • completed in 2000 • developed from extensive studies and consultations • provides legal framework for management • Issues affecting implementation: • limited park management capacity • insufficient resources: $2m estimated budget

  5. Collaborative Management:A Smart Partnership • Park authority • Local government • Joint venture between TNC and Indonesian tourism company - “Putri Naga Komodo” • Advisory Council • public sector • local communities • private tourism sector

  6. Eco-Tourism Concession • Park authority retains mandate over management and enforcement • Concession, operated by joint venture, will: • market Komodo National Park internationally • set entry and other fees (e.g., diving, hiking) • determine carrying capacity limits • collect all revenues directly • invest in enhanced Park infrastructure • implement licensing of dive operations • invest in local businesses, development

  7. Willingness to Pay • Transparency • Better trails • Better guides • Better facilities at the entrance • Portfolio of activities (snorkeling, diving, kayaking, trekking)

  8. Area for Komodo Concession tourism research & education

  9. Accountability and Transparency • All revenues from tourism concession will be invested in Park and local community development • Conservation benchmarks regularly evaluated by government, independent auditors, and international organizations (e.g., UNESCO, IUCN)

  10. Funding • Current support from USAID, Japan, foundations, private donors • GEF grant through IFC of $5m within total expected budget of $15m over 5-7 years • Investment costs to improve management and make more attractive international destination • Bridging funding while rates increase

  11. Status • Wide stakeholder consultations and support in Komodo area • Joint venture officially established • Support in Ministry of Forestry and other ministries (Tourism, DKP) • Agreements drafted and consultations underway • Next steps • Complete stakeholder consultations • Ministry of Forestry delegation to KNP • Signing agreements with the government (expected in December)
