Advancement Examination Development Conferences (AEDC) • NAVADMIN 141-09 is a quarterly message that promulgates the AEDC schedule for six months • TAD is funded by NAC • Need six E-7 to E-9 SMEs • All requirements are listed in NAVADMIN and waivers are given on some items (Example –Evaluations)

Education Points for E-4 to E-6 candidates (301-07) • Additional Points from other award points • Not on the worksheet • 2 pts AS and 4 pts for BS • School must submit official transcripts to Navy College Center • Verify on SMARTS transcript • Deadlines • 3/1 for March Exam Cycle • 9/1 for September Exam Cycle

Advancement Exams for Sailors in Iraq, Afghanistan and Horn of Africa (336-07) • Eligibility (Para. 3) – Areas, timeframes, Boots on the Ground • E-4 to E-6 candidates missing Exams (Para. 7) • Multiple exams – take the next available exam and the test score will be utilized to calculate the FMS for missed cycles • E-7 candidates waived to take exam (Para. 8) • Nov 1 to Feb 28 (Deploying, deployed or returning from) • Does not affect overall FMS • NOTHING IS AUTOMATIC – READ THE NAVADMIN

  7. E-5 High Year Tenure (HYT) 14 Years (210-08) • Announced in NAVADMIN 056-05 with a four year delay • OPNAVINST 1900.4 – Separation for Pay for Involuntary Separation Pay (see Para 7c) • HYT may receive ISP if eligible for advancement under policies established by CNP • MILPERSMAN 1920-030 – must have Passed (PNA) previous exam prior to HYT to receive full ISP

  8. Enlisted Navy Leadership Development (272-08) • New command delivered leadership courses for PO2 and PO1 selectees • Removes requirements to complete leadership training in order to participate in the E-6 to E-7 advancement examinations and E-8 Selection Board • Waiver guidelines

  9. Increase to maximum allowed award points on the E-4 to E-6 FMS with In-Theater service(167-09) • Effective August 09 Cycle 085 exam • E-4 and E-5 Candidates Increased to 12 • E-6 Increased to 14 points • Only for those with In-Theater service • Not retroactive
