Westar has indicated interest in this project. Kansas Electric Transmission Authority (KETA) motion to proceed on July 25th and subsequent ITC Great Plains letter to build Spearville – Knoll – Axtell 345 kV tie to Nebraska. Meetings with NPPD and others in process. At Oct 30th meeting, SPP BOD approved two ITC Great Plains projects for inclusion in 2007 STEP

    42. 42 Cost Allocations Reliability Projects are Base Plan Funded in SPP with 33% of costs postage stamped across all loads in footprint and 67% allocated to zones which benefit in terms of unloading of existing facilities Economic Projects are sponsored and can defer / displace base plan funded projects and are eligible for revenue credits associated with incremental sales SPP Cost Allocation Working Group is developing a Portfolio of Economic Upgrades which would be postage stamped to all loads in the footprint premised on benefits exceeding costs. Expectation to obtain approval by BOD in July with subsequent FERC filing Absent a special agreement, SPP must follow its tariff for the provision of generation interconnection and transmission delivery services Significant efforts underway to improve tariff studies processes with Aggregate Studies Improvement Task Force and Generation Queueing Task Force
