what does budget neutrality mean
What Does Budget Neutrality Mean?
  • Senate Bill 162 defines budget neutrality as no increase in baseline state funding for both CDPH and DHCS above the total baseline state funding for the former California Department of Health Services (CDHS)
  • Senate Bill 162 provides for funding adjustments that may be required to align appropriation authority for anticipated expenditures to the appropriate funding sources
  • Senate Bill 162 recognizes that the Legislature will review the proposed budgets for CDPH and DHCS through the normal budget process

The intent of budget neutrality is for the fiscal impact of the reorganization to be absorbed within the department’s current state funding.

Public Health Advisory Committee

Purpose: To provide expert advice and make recommendations on the development of policies and programs that seek to prevent illness and promote the public's health.

All appointees shall have experience or background working inacademia, biotechnology, business, community based organizations,emergency services, local government, health departments, medicine, nursing, public health laboratories, social marketing, consumers, and other sectors of the public health community.
