  12. Parents have a need for information on various aspects of school performance, including quality of education.The quality of education is difficult to measure. Uncertain information is better than no information. There should be invested in increasing the validity of information on the quality of education.

  13. Schools should regard parents and pupils as customers and there should be incentives for schools to regard parents and pupils as such.These incentives are more effective to boost education performance than information.
