Overview • There are many functions in the WMU that can assist a wing in the management of functions required by National Headquarters • The functions do not exist in e-Services or NTC • No plans exist at NHQ to implement these functions • NHQ has been working closely with the WMU to create database transfers between the systems • The WMU functions have been designed to support the needs of a wing while still providing NHQ with the data that they need • A wing can use or not use a WMU module as desired by the wing staff

  3. Aircraft Maintenance • Support tracking of CAP imposed maintenance requirements in CAPR 66-1 • Support tracking of maintenance mandated by the FAA regulations • The WMU provides an integrated utility that can be used to quickly track and monitor the maintenance status of all the corporate aircraft assigned to a wing • Real-time aircraft tachometer hours are provided from the flight release module and the status of required servicing and inspections are passed to the flight release module

  4. Vehicle Maintenance • Support tracking of CAP imposed maintenance requirements associated with corporate vehicles • The WMU provides an integrated utility that can be used to quickly track and monitor the maintenance status of all the corporate vehicles assigned to a wing • Vehicle information required for mission sorties is passed to the IMU databases

  5. Vehicle Maintenance • Color coded vehicle status module summarizes vehicle status and reporting compliance • Module exists for vehicle managers to input monthly vehicle information that is rolled up for transfer to NHQ

  6. CAPF-75 Driver License • WMU tools allow wing to track CAP Driver License data • Ability to print CAPF 75 • Reports provide needed summary information

Aircraft Discrepancy Maintenance • Pilot inputs any discrepancies related to the aircraft that were discovered during the flight. • As long as the discrepancy is open, each time that a pilot uses the WMU for obtain a flight release, the discrepancies will be reported to the pilot so that he or she is aware of issues that are related to the aircraft. • The aircraft manager can use the Aircraft Discrepancy Worksheet to review the reported issues and to close the issue when it has been resolved. • The worksheet can be used to view the history of all reported issues and resolutions or it can show only the open items for a specific aircraft. • Simplifies the process of insuring that aircraft are maintained in the best possible condition and that minor issues are resolved in a timely manner. • Insures that a pilot does not attempt to fly a sortie in an aircraft that has an issue that would prevent the completion of the sortie.

Aircraft Status • Aircraft status module provides • Information about available assets • Location of aircraft • Information transfer to IMU and flight release module • Information entered by the aircraft managers relating to the aircraft status, location, or special notes is automatically transferred to the national NTC Aircraft and Resources database.

  14. Flight Release • The traditional CAP flight release process is not able to insure that all checks and procedures specified in CAPR 60-1 are accomplished. The manual flight releases require that the FRO have a current copy of the monthly State Director’s list available, that the FRO physically have a CAPF 99 document in his/her possession, and it assumes that someone will enter the sortie information into WMIRS when the sortie is complete. Finally, there is no simple mechanism to insure that all CAPF 99 releases are sent to the State Director and reconciliation of the monthly releases against the aircraft flight logs is a time consuming process. • The use of the WMU flight release process simplifies the entire procedure and insures that only fully qualified pilots are released. The time spent by the FRO is used to insure that the pilot understands the sortie requirements, is using the correct mission symbol, and that the sortie will be conducted in a safe manner. At the completion of the sortie the pilot uses the WMU flight release form to enter the flight summary information and the WMIRS is automatically updated with the information.

FRO Support • Associated with the flight release process is the need for a pilot to determine which members are designated as Flight Release Officers so that they can contact one to get their flight release • The Flight Release utility includes a link that will display a list of all persons in the wing who have been designated as a flight release officer. The designations are obtained from either the e-Services duty position module or from the WMU unit organization module • The listing will provide information by unit for each FRO and will show their home, work, and cell phone numbers

Monthly Flight Hour Reporting • The Monthly Flight Hour Reporting module is used to allow each aircraft manager to summarize and report the flight time for an aircraft during the previous month. This information is obtained from the aircraft flight logs and entered using the total hours for each mission symbol. • The report also allows the aircraft manager to record the monthly ending tachometer and Hobbs meter reading. Finally, if the aircraft has been down during the month, the manager can record this information.

  17. Monthly Sortie Summary • Another WMU report is derived from the flight release database to assist the aircraft manager in determining missing or erroneous inputs to the aircraft log. This report identifies each corporate aircraft and shows each released sortie by mission symbol. • The information shown displays sorties generated by either the IMU (for missions) or by the WMU flight release program. It includes the pilot’s name, reported hours, source, and tracking number. This is the information that has been transmitted to the WMIRS.

  18. Aircraft Usage Summary • The Aircraft Usage Summary report summarizes the inputs made by the aircraft manager against the inputs reported to the flight release programs. It shows a one year running summary for each aircraft. • This makes it a simple process to identity inconsistencies between reported and actual flight hours.

  19. Monthly Aircraft Usage Summary • The monthly aircraft usage summary provides the wing with a roll-up of the aircraft usage inputs provided by the aircraft managers. This report is in the same format as the National Headquarters monthly input and can be used to easily transfer the information to NHQ.

  20. State Directors Monthly Pilot Listing • Many wings use the National Headquarters Operations Qualifications FRO report as their template for the required monthly State Director’s report. This report has several limitations and is not really designed to be the final document without modifications by the wing Operations personnel. • The WMU provides the ability for a wing to generate a complete monthly report in an easy to view tabular form. It has the ability to include restrictions for wings that choose to include attendance at safety meetings as a requirement for flying activities. It integrates the assigned monthly SD mission numbers and is ready for signature by the State Director.

  21. Pilot Activity Summary • There are many occasions when the staff may want to be able to summarize the flight activities of either individual pilots or units. The WMU Pilot Activity Summary provides a summary of flight hours of each pilot for the previous 2 years (24 months). The listing is sorted by unit and pilot. Columns are provided for: • total hours during the past 12 months • total hours in previous 12 months • total CAPF 99 hours in the past 12 months • total CAPF 99 hours in the previous 12 months • total CAPF 104 hours in the past 12 months • total CAPF 104 hours in the previous 12 months • total ROTC hours in the past 12 months • total ROTC hours in the previous 12 months • total Cadet o-ride hours in the past 12 months • total Cadet o-ride hours in the previous 12 months • date of the last flight

  22. Cadet O-Ride Report • Provides a list of cadets in each unit that are eligible to receive an o-ride. • Shows next syllabus and date of last ride.

  23. Checkride Failure Input • National policies require that each wing report a periodic summary of CAPF 5 and CAPF 91 checkrides. The WMU provides a tool that can be used to record any checkride failures and to indicate the cause of the failure. This data can then be combined with the results of the flight release information to generate a report showing failures broken down by failure area.

  25. CAPF 108 Support • A significant workload and time sink for each wing is expended in the process of collecting information and collateral about mission expenses, validating member participation and preparing the documents required to obtain reimbursement from National Headquarters so that funds can be distributed. • When the IMU is used to manage CAP missions, the process can be significantly simplified and the time frame for reimbursement shortened. The WMU provides a tool that can be used to simplify the entire 108 process. • When the member who has expended either personal or corporate funds during a mission wants to create the paperwork to obtain reimbursement, they will use the WMU to create a CAPF 108 worksheet. The system will only allow a member to open the worksheet for missions in which they were a participant. They will select the type of expenditure that was made based on one of the following categories: • Expenditures for aircraft fuel • Expenditures for vehicle fuel related to a CAPF 109 sortie • Expenditures for fuel used in a vehicle to and from the mission not related to a CAPF 109 sortie • Expenditures for communications or other authorized expenses

  26. Member Availability Manager • The NTC website provides a tool that can be used for a member to indicate the general times during each week that they are available for CAP missions. In real life when there is an extended need for mission staff to be able to quickly determine those members that are available, this tool is not adequate.

Member Availability Manager • The WMU/IMU provide a tool that allows each member to specifically indicate the dates and times that they are available and to specify the functions that they are available for. Each member can select a time period (from an hour to multiple dates) that they are available and can create an unlimited number of these time periods. • For each time period, the member can indicate if they are the leader of an intact aircrew or ground team, or if they are available for a specific task based on their qualifications.

  28. Member Vehicle Approvals • Provides a tool to manage the approval of personal vehicles mandated by CAPF 60-3 when used for a sortie in a mission • Data is transferred to the IMU

  29. Safety Meetings • Many wings choose to limit flying activities to pilots who have attended a safety meeting within a specified period of time. The WMU includes a module used by units to record the attendance of each squadron meeting or activity and to track the topics discussed during the meeting. • An option exists within the flight release and State Director’s monthly pilot listing to only allow those pilots who have completed a unit safety meeting within a period of time specified by the wing operations staff.
