  2. Objective of TAMC To provide high-level support for the implementing agencies to achieve high quality project implementation and to support project implementation activities

  3. Role of TAMC : • To support the National Project Monitoring Unit (NPMU) of the MOWR, RD & GR in the implementation of the project • To assist all implementing agencies with project planning, procurement, technical developments, training and capacity building • To support for project reporting to the World Bank, and monitoring project progress

  4. Scope for TAMC : • Technical advice and support for all the activities envisaged in the NHP • identification and deployment of hydro-meteorological equipment • IT hardware and software • SCADA systems for irrigation • IWRM • Hydrological Modeling • Reservoir Management • Surface Water and Ground Water interaction & assessment • Procurement and Financial Management Support ---continued

Scope for TAMC : • --continued • Development of management and financial reporting systems for internal and external reporting • Development of software for web-based data entry for an MIS • Monitoring and Evaluation (M&E) of project implementation • Financial Monitoring and Reporting using MIS • Technical & Management support for Establishment of National Water Informatics Center (NWIC) and its ISO certification • Awareness raising • Support for Capacity Building of all IAs • Assisting IAs in understanding of MIS through Real Time Support • Reporting

Technical Advice and Support: • Provide international and national expertise to the project’s implementing agencies on a wide range of technical issues to improve delivery of the project, and to improve the technical quality of the project outputs • Key Technical Issues: • River Basin Planning • Streamflow forecasting and reservoir operation • Water quality assessment

  7. Technical Advice and Support: • Modelling of water resources, including groundwater modelling • Irrigation management and operation • Application of remote sensing technology in water resources management • Assessment of climate change implication on water resources management • Formulation of PDS proposal

  8. Project Management Support: • Project Planning including compilation of Annual Work Plan • Identification of gaps/ bottleneck in the overall implementation of the project and provision of advice for improving management of the project • Support for routine reporting of information required by NPMU, World Bank and DEA. • Quarterly report • Mid-term review report • Annual procurement planning • Develop effective communication of project outcome/ achievements to general public • Developing project monitoring and reporting systems • Implementation of an effective monitoring and evaluation (M&E) • Carry out Gap Analysis on the existing IAs & plan for effective collaboration between the SW, GW, and WQ agencies.

Monitoring Equipment and Data Processing: • Assistance in rationalization and standardization of monitoring networks for • Surface Water • Ground Water & • Water Quality Observations • Provide advice on • water quality laboratory equipment, • water quality parameters, • field / laboratory equipment • Review established practices of HIS and seek to identify improvements and revisions to Hydrology Project Guidance Manuals

Procurement Support: • Analysing Existing Procurement system of IAs and suggest/ devise efficient Procurement system • Development of standardized procurement documents, bid opening and bid evaluation procedures and guidelines • Coordination of project standard technical specifications for key equipment • Review of bidding documents, bid evaluation reports for major procurement • Support for quality of installation of hydromet equipment – field verification of installations and test measurements • Support to IAs in development of specific bidding documents • Coordination of preparation of AWP & PP • Advice on contract management as required by IA

Information Technology, Hardware and Software: • Selection of IT and communication equipment hardware and software for data management, data use and data dissemination • Contribution to review of major project software development, including the data management software for surface water information (eSWIS), groundwater data (eGEMS) and water quality data (e-WQIS). • Implementation of uniform guidelines, standard methodologies and compliance of protocols for observation, entry and processing of data for SW, GW and WQ and general resource assessment, and revise them if necessary

Deliverables of TAMC: • Inception Report (end of month 3) • Brief quarterly reports on TAMC activities • Annual progress report for TAMC activities • Needs-based Technical Reports • Mid-term report on end of Year 2 & 4 Draft withdrawal plan at the end of Year 7 and final withdrawal plan in the 2nd Quarter of Year 8. • Process Documentation Report for the whole project • Final report
