Somerset Mental Capacity Act Competency Framework Implementation Progress Report

Develop, launch, and assess the impact of the Somerset system-wide Mental Capacity Act Competency Framework among key stakeholders and providers. Alignment of MCA training with the framework to standardize approaches and enhance practice. Positive feedback from pilot sites and commitment from various care services to align with the competency framework. Ongoing work to support improved practice in relation to the Mental Capacity Act. Details available upon request. Impact on 97 care provisions in Somerset.

  1.  Develop and agree with Key stake holders a Somerset system wide Mental capacity act competency framework in 6 months. -Somerset Mental-Capacity-Act-Competency-Framework-April-2023.docx  Launch MCA competency framework amongst key stake holders and providers to seek alignment of their MCA training against the competency framework to support this standardised approach.  Complete a test of change. Understand the baseline knowledge, skills and competence in relation to the MCA for providers who engaged as pilot sites and measure against post training knowledge and impact data following completion of training which is in line with the competency framework by the end of March 2023 Working Together to Improve Health and Wellbeing

  2. MCA audit and competency assessment forms have been developed to support to improve practice. Somerset care, Discovery and Voyage learning disabilities services have reviewed their training , identified areas of improvements and have committed to align with the MCA competency framework. Somerset foundation trust and Adult social care are also in the processes of aligning their training against the framework and ASC have added it as part of a wider competency framework for all adult social care staff. Other training providers and health organisations have also agreed to align. We have a greater awareness of the MCA training provisions across heath and social care services in Somerset that will support ongoing pieces of work. Those who completed the training felt it improved their practice, though valuable learning was also received in terms of culture and ability to upskill staff within care provisions. Further work will continue through the safeguarding adults board MCA subgroup to continue to support improved practice in relation to the Mental Capacity Act.   4. • The STEP meeting will be held bi- monthly, first meeting is scheduled for Thursday 22 June. • The working groups will be held bi- monthly and will feed into the STEP meeting. • The working groups will enable you to share your thoughts and key priorities. Collectively we will form our action plan and develop our roadmap.
