The Instrument for Pre-accession Assistance • An integrated pre-accession instrument to assist candidates (Croatia, former Yugoslav Republic of Macedonia, Turkey, Iceland, Montenegro, Serbia) and potential candidates (Albania, Bosnia and Herzegovina, Kosovo under UNSCR 1244/99) • Replaces Phare, ISPA, SAPARD and Turkey pre-accession instruments, as well as CARDS • Financial envelope (2007–13): 11.5 billion €(current prices)

Component I Technical assistance and institution building • Scope: • Strengthening of democratic institutions • Development of civil society • Promotion and protection of human rights and fundamental freedoms • Enhance administrative and judicial capacity • Economic reforms • Reconciliation and reconstruction • Economic and social development (in particular in potential candidates)

Component I Technical assistance and institution building National Programmes – annual • Prepared by national authorities (ownership!) • Approved by the Commission • Implemented (tendering & contracting) either by: • national authorities (where they have been conferred management powers by the Commission, i.e. decentralised management) or • EU Delegations (where national authorities have not been empowered yet, i.e. centralised management)

Component IICross Border Cooperation 2 main strands: • CBC at borders between Member States and candidates/potential candidates • CBC at borders between candidates/potential candidates (i.e. Western Balkan “internal” borders) In addition: • Financial support, as appropriate, for the participation of IPA countries in transnational cooperation programmes under the Territorial Co-operation objective of the Structural Funds (ERDF) or in ENPI sea basins programmes (only applicable to Turkey)

Component IICross Border Cooperation Main objectives: • Help reconciliation and good neighbourly relations through joint local and regional initiatives • Promote EU integration (through cross–border and transnational cooperation with EU Member States) • Prepare future EU members to implement Structural Funds’ Territorial Cooperation objective (‘learning by doing’) • Economic and social development of border areas

Component IICross Border Cooperation Programmes: CBC between IPA countries: • 11 bilateral programmes: HR–SRB, HR–BiH,HR–MNE, SRB–BiH, SRB–MNE, BiH–MNE,MNE–AL, AL–fYRoM, AL-KS, fYRoM-KS, ME-KS CBC between IPA countries and Member States: • 9 bilateral programmes: SI–HR, HU–HR, BG–TR,HU–SRB, RO–SRB, BG–SRB, BG–fYRoM, GR–AL, GR–fYRoM • 1 multilateral: ADRIATIC (SI, IT, GR and HR, BiH, MNE, AL as well as SRB in phasing out)

Component IICross Border Cooperation Multi-annual cross-border programmes • Jointly prepared by national authorities • Approved by the Commission • Implementation (tendering & contracting): • CBC with EU Member States (e.g. IPA Adriatic): Managing Authority in the participating Member State (shared management) • CBC between enlargement countries: national authorities (decentralised management) or EC Delegations (centralised management)

Component IICross Border Cooperation In addition: • IPA Component II finances the participation of Western Balkan countries in the transnational cooperation programmes “South-East Europe” and “Mediterranean” under the Territorial Cooperation objective of the Structural Funds (ERDF) • Objectives: • familiarise IPA countries with these programmes in view of accession • participation in joint transnational co–operation activities with EU MS • hence, foster EU integration

  21. Participation in ERDF Transnational Programmes • Priorities (Art. 6 ERDF Reg. (EC) No 1080/2006): • Innovation • Environment • Accessibility • Sustainable urban development • Implementation • “South–East Europe” and “Mediterranean” transnational programmes are Structural Funds ERDF programmes, not IPA programmes ! • Programmes implemented through Calls for Proposals and (in future) strategic projects

Eligibility: regions NUTS level 2 • Participating WB: HR, RS, BiH, ME, AL, MK. Guiding principles for designing IPA II • Reinforced link between the financial assistance and the policy agenda • Contribute to the objectives of the EU 2020 Agenda • Good governance and capacity building remain core themes of financial assistance • More attention to socio-economic development and lasting impact • Stronger ownership of the reform agenda and related financial assistance

Main changes over the current IPA • Financial assistance to be granted in similar terms to both candidate countries & potential candidates, irrespective of their status • Component structure replaced by comprehensive country strategies • Move towards a logic of (co)financing policy strategies instead of individual projects • Focus on results (progress): introduce a performance reserve as well as the possibility to shift allocations between policy objectives (within a country allocation) and between countries • More systematic use of innovative financing instruments (blending of grants and loans for leveraging funds)

Time Line • 2012: Discussion and adoption of the 2014-2020 Multi-annual Financial Framework for the EU • 2012: Discussion of draft regulations for external action in Council and European Parliament • 2012: Preparation of draft IPA Implementing Regulation. Adoption only after the IPA main regulation has been adopted • 2013: Preparation of IPA strategic documents + programmes, to be submitted to the IPA Committee in 2nd half 2013, ready to be adopted by the Commission in early 2014
